Commenting on the rain situation, Mr. Vu Anh Tuan said that from the evening of May 28 to the early morning of May 30, the Northern region will have moderate rain, heavy rain, thunderstorms, and in some places very heavy rain with common rainfall from 40-100 mm, locally over 200 mm.
From early morning of May 29 to early morning of May 30, the North Central region will have moderate rain, heavy rain, thunderstorms, and very heavy rain in some places with common rainfall of 30-70 mm, locally over 120 mm.
From the afternoon of May 28 to May 29, in the Central Highlands and the South, there will be moderate rain, heavy rain and thunderstorms, locally very heavy rain with common rainfall of 30-60 mm, locally over 100 mm (rain concentrated in the afternoon and evening).
Warning of risk of localized heavy rain over 100 mm in 3 hours, thunderstorms with possibility of tornadoes, lightning, hail and strong gusts of wind.
In addition, in the late afternoon and evening of May 28, the South Central region will have scattered showers and thunderstorms, with some places experiencing heavy rain with common rainfall from 15-30 mm, and in some places over 60 mm.
From May 30, heavy rain in the above areas tends to decrease, thunderstorms are likely to cause tornadoes, lightning, hail and strong gusts of wind. Natural disaster risk level due to heavy rain is level 1.

Referring to the flood situation in the Northern region and Thanh Hoa , Head of the Hydrological Forecasting Department, National Center for Hydro-Meteorological Forecasting Phung Tien Dung warned that from the evening of May 28 to May 29, on the Thao River, Lo River, small rivers in the Northern region and Thanh Hoa, there is a possibility of a flood, with a flood amplitude of 2-5m on the rivers. During this flood, the flood peak on small rivers, upstream rivers is likely to reach alert level 1 and above alert level 1. The water level downstream of large rivers remains below alert level 1.

Floods on rivers and streams can cause flooding in low-lying areas along rivers, affecting activities such as water transport, aquaculture, agricultural production, people's lives and socio-economic activities.
To proactively respond to heavy rains, risks of floods, inundation, flash floods, and landslides in the North and Thanh Hoa, following the direction of the Ministry of Agriculture and Environment, the above provinces and cities continue to strictly implement Official Dispatch No. 70/CD-TTg dated May 23, 2025 of the Prime Minister and Document No. 2254/BNNMT-DD dated May 20, 2025 of the Ministry of Agriculture and Environment on focusing on responding to the risks of landslides, flash floods, and localized flooding.
Provinces and cities closely monitor forecasts and warnings of heavy rain, floods, inundation, flash floods, and landslides and provide timely and complete information to local authorities and people to proactively prevent; deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of floods, inundation, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places.
Along with that, localities organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; do not let unfortunate human losses occur due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
Provinces and cities in the Northern region and Thanh Hoa inspect and review key works, paying attention to dams, dykes, and natural disaster prevention and control works; update response plans to ensure safety of works when floods occur; prepare drainage plans to prevent flooding, protect production, industrial parks, urban areas, and residential areas; prepare forces and means for rescue when required.
In addition, the above localities organize to overcome the consequences of heavy rain, floods, flash floods, landslides, support people to soon stabilize their lives and production; direct radio, television and mass media agencies in the localities to increase information about the developments of heavy rain to authorities at all levels and people, and at the same time organize serious duty, regularly report to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control).
