BAC GIANG - The People's Committee of Bac Giang province has just issued an official dispatch directing the implementation of a number of tasks on the arrangement of administrative units. Accordingly, the whole province will organize to collect opinions of voters representing households on the draft Project on the arrangement of administrative units at the provincial and communal levels on April 20, 2025.

Accordingly, the Chairmen of the People's Committees of districts, towns and cities focus on disseminating to the staff, civil servants, public employees, workers and people to clearly understand the purpose, meaning and create consensus in the arrangement of administrative units at the provincial and communal levels. The arrangement aims to create new development space, contributing to building a streamlined political system that operates effectively and efficiently; overcoming the situation of fragmentation of development space, dispersion of resources, and failure to fully exploit potential. Building a 2-level local government model (provincial and communal levels) to best serve the people.

Post draft Projects on rearranging provincial and communal administrative units on the provincial and district, town, city, commune, ward and township electronic information portals to solicit comments on the draft Projects according to regulations.

Direct the review, preparation and posting of the list of voters representing households. Deploy the organization of collecting opinions of voters representing households on the Project on rearranging commune-level administrative units in the reorganized commune-level administrative units; collect opinions of voters representing households in all communes, wards and towns in the province on the Project on rearranging provincial-level administrative units on Sunday, April 20, 2025. The form of organizing the collection of voters' opinions is for the locality to proactively choose the appropriate form of collecting votes such as: Gathering at the village cultural house, residential group or distributing ballots to each household. The time for collecting ballots must be completed before 11:30 a.m. on April 20, 2025.

The contents of the consultation for the Project on the arrangement of provincial-level administrative units include the plan to merge Bac Giang province and Bac Ninh province, the name of the new province after the arrangement, and the headquarters of the province after the arrangement. For the Project on the arrangement of commune-level administrative units of Bac Giang province, the contents of the consultation include the plan to arrange commune-level administrative units, the name of the commune-level administrative units after the arrangement; and the headquarters of the commune-level administrative units after the arrangement.

Based on the draft Project on the arrangement of provincial and communal administrative units of the Provincial People's Committee, the District and Commune People's Committees shall submit to the People's Councils of the same level for consideration and promulgation of a Resolution approving the policy on the arrangement of provincial and communal administrative units according to regulations. Receive comments and contributions, synthesize the results and send them to the Department of Home Affairs on April 21, 2025 for synthesis and submission to the Provincial People's Committee, Provincial Party Committee, Provincial People's Council and competent authorities according to regulations.
