The conference listened to the Draft Project on reorganizing and streamlining the organization of the Vietnam Fatherland Front, socio- political organizations, and mass organizations assigned by the Party and the State to the commune level in Bac Giang province; the reorganization of the Vietnam Fatherland Front, socio-political organizations at the commune level; maintaining the legal status of socio-political organizations and mass organizations to ensure the activities of socio-political organizations and mass organizations under the Vietnam Fatherland Front, while ensuring the proactiveness and creativity of each organization. After the end of the activities of the Vietnam Fatherland Front, socio-political organizations, and mass organizations at the district level; the functions and tasks of the Vietnam Fatherland Front, socio-political organizations, and mass organizations at the district level will be transferred to the commune level for implementation...

Concluding this content, the Provincial Party Secretary said that the Provincial Party Executive Committee basically agreed with the draft Project. For the contents that are still unclear in terms of understanding and have problems, they should promptly summarize and ask for written opinions to send to the Working Group of the Central Organizing Committee and the Central Committee of the Vietnam Fatherland Front for clarification. On that basis, review and complete the Project, coordinate with the Provincial Party Committee Office to submit to the Standing Committee of the Provincial Party Committee for consideration, signing and promulgation for implementation.

The conference listened to, discussed and gave opinions on the draft of the Provincial Party Committee summarizing Resolution No. 147-NQ/TU dated July 15, 2021 of the Provincial Party Committee on industrial development of Bac Giang province in the period of 2021-2030. Agreeing with the assessment after 5 years, the Resolution was implemented synchronously from the provincial level to the grassroots level, comprehensively implementing the set goals and targets, exceeding 3/6 targets, the remaining 3 targets have basically met the requirements.

Regarding the general orientation, develop high-tech industry, green industry, digital technology industry; prioritize attracting and forming, developing new industries such as semiconductor chip manufacturing, robots, artificial intelligence... Making the province the industrial growth pole of the whole country, forming the leading electronics center in Vietnam and participating in the global value chain.

Regarding this content, comrade Nguyen Van Gau requested the Provincial Party Committee to absorb the opinions of the delegates. Proactively review the data between the explanatory notes and the appendix tables, ensuring consistency; draw more lessons learned and ideas, orientations on industrial development to recommend and propose to the Bac Ninh Provincial Party Committee for consideration and application.

Requesting Party committees, Party organizations, and authorities at all levels to continue to thoroughly grasp and implement the leadership and direction documents issued by the Central and the province on industrial development; seriously implement the directions and tasks stated in the Summary Report on the implementation of Resolution No. 147-NQ/TU.

Assign the Provincial Party Committee to direct relevant agencies and units to proactively and actively coordinate with counterparts of Bac Ninh province to research, review, edit, and complete the goals and orientations for industrial development stated in the Plan and draft Political Report of Bac Ninh province to ensure suitability and effectiveness.

Regarding the draft report of the Provincial Party Committee summarizing Resolution No. 109-NQ/TU dated June 8, 2021 of the Provincial Party Committee on "Strengthening and improving the quality of inspection, supervision and Party discipline enforcement work in the Provincial Party Committee for the period 2021-2025 and the following years". The Conference highly agreed with the assessment that in the 5 years of implementing the Resolution, the Provincial Party Committee and the Provincial Party Committee Standing Committee have led and directed the Provincial Party Committee's Inspection Committee and Party committees and organizations at all levels in the Provincial Party Committee to seriously research, disseminate and develop implementation plans. Some Standing Committees of district-level Party Committees set targets for performing inspection tasks when there are signs of violations by the grassroots Party Committee's inspection committees higher than the targets of the Resolution.

The Provincial Party Executive Committee agreed with the draft Summary Report on the implementation of Resolution No. 109-NQ/TU. The Provincial Party Committee's Inspection Committee was assigned to review and complete the report, coordinate with the Provincial Party Committee Office to submit it to the Provincial Party Standing Committee for signing and promulgation before June 5, 2025.

Along with giving opinions on each draft and concluding the conference, the Provincial Party Secretary especially requested the Provincial Party Committee members, District Party Committee Secretaries, heads of departments and agencies to continue to uphold the sense of responsibility of the head, seriously lead and direct the implementation of streamlining the apparatus in their agencies, units and localities.

He said that in recent times, Bac Giang province has focused heavily on streamlining the apparatus and achieved many important results. Compared to the whole country, Bac Giang is a locality in the group that has implemented the progress quickly and basically ensured the progress, quality, and requirements of the apparatus organization arrangement.

This is an important time, so the Party Secretaries and Standing Committees, the Standing Committees of the district-level Party Committees, the heads of the provincial departments, branches, sectors and organizations when arranging and calculating personnel plans must closely follow the regulations, conclusions and directives of the Central and the province. The criteria, standards, conditions and orientations for arranging cadres must be strictly followed, democratic, objective, transparent, fair and harmonious, ensuring solidarity and unity when arranging.

Absolutely avoid localism, “group interests”, and negativity in assigning and introducing cadres. Do not allow the idea of arranging cadres for this or that commune, but for the common future of the Party Committee, government, and people of the new commune and ward after the merger; for the solidarity, unity, stability, and development of each locality in this term and the coming terms, contributing to the development of the new Bac Ninh province.

Comrade Nguyen Van Gau delivered a concluding speech at the conference.

The Provincial Party Secretary emphasized that this is a historic moment. The only way and method to successfully reorganize the apparatus and develop a personnel plan is to be truly impartial, objective, democratic, ensuring criteria, standards, and following procedures and regulations. It is not allowed to be considerate, and personal interests must not dominate the process of implementing personnel work. This is also a measure to evaluate the prestige, leadership and management capacity of the heads of Party committees, departments, branches, agencies and units for the Provincial Party Standing Committee to consider and arrange work positions.

Although there is only more than 1 month left until the end of the current district and commune-level activities, the Party Secretaries and Standing Committees, the Standing Committees of the district-level Party Committees, the heads of the provincial departments, branches, sectors and organizations need to continue to focus on the tasks of socio-economic development, ensuring security and order, eliminating temporary and dilapidated houses and the remaining political tasks of the locality and unit. Strengthen inspection of the implementation of public duties; do not interrupt tasks or leave areas and fields of work vacant.

Firmly manage the area, do not take advantage of this time to cause violations of land, mineral resources, and construction order. At the same time, be very urgent and proactive in directing the drafting of congress documents, arranging headquarters, facilities, working equipment, digitizing documents, drafting Working Regulations, drafting the Party Committee's Work Program, and preparing necessary conditions for new communes, wards, and new agencies to operate after the merger.

The Provincial Party Secretary directed that it is necessary to continue to do a good job in ideological work, propaganda, promoting the tradition of solidarity, spreading the spirit for the common development of the province, for the prosperity and happiness of the people to the team of cadres, civil servants, and people of all walks of life.
