Speed up the progress of eliminating temporary and dilapidated houses
Since the beginning of the year, the province has reviewed and compiled a list of eligible households in need of new construction and repair to compile an approval list. On March 14, 2025, the Chairman of the Provincial People's Committee issued Decision No. 244/QD-UBND approving the results of the synthesis of the need to eliminate temporary and dilapidated houses in the province in 2025. Accordingly, the total number of households in need of support for new construction or house repair is 813, of which 477 households are newly built and 336 households are repaired under 4 programs.
Specifically, the program to eliminate temporary and dilapidated houses for poor and near-poor households is 491 households; housing support under the Project to support people with revolutionary contributions and martyrs' relatives in housing in the province is 233 households; housing support under the National Target Program on Socio -Economic Development for Ethnic Minorities and Mountainous Areas is 62 households; housing support under the Sustainable Poverty Reduction Program is 27 households.

According to statistics, Bac Giang province has approved support for the construction and repair of 813 houses for poor and near-poor households in the area, with a total estimated budget of at least 39 billion VND. Determined to complete the target soon, the Provincial Steering Committee has closely directed departments, branches and localities, and simultaneously implemented 4 major programs: Eliminating temporary and dilapidated houses for poor and near-poor households; Supporting housing for people with revolutionary contributions; Developing the socio-economy of ethnic minority and mountainous areas; Sustainable poverty reduction.
Up to now, the province has started construction of 688/789 temporary and dilapidated houses, reaching an impressive rate of 84%. However, mountainous districts such as Son Dong, Luc Ngan, Yen The, where the poverty rate is high, are facing many challenges in mobilizing resources. Many poor, near-poor households, and policy families have difficulties with housing but are still entangled in land use rights, so they have not yet received support from the program. A part of the population has the mindset of waiting for support from the state, not making efforts to escape poverty. To complete the set goals, the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses requires districts, towns, and cities to focus on removing difficulties and obstacles in the implementation process.
Deploy support, resolve difficulties and problems
For households with land issues, the Bac Giang Provincial People's Committee has also directed the Department of Agriculture and Environment to coordinate with localities to establish a special working group to review, classify and support people in completing legal procedures. Bac Giang Province has also proactively reviewed budget savings to provide additional support for the program. The Provincial Fatherland Front Committee has mobilized agencies, units, businesses and philanthropists to donate nearly 30 billion VND and more than 15,000 working days.
Vice Chairman of the Vietnam Fatherland Front Committee of Bac Giang Province Nguyen Ngoc Son said that although the province set a schedule to start construction in April, building a house is a big job due to customs and practices, many people want to choose a date and time, so the Front Work Committee and the Mobilization Committee in the villages must continue to encourage people to start construction early. In addition, for some cases of temporary houses or dilapidated houses, the families are in real difficulty and have difficulty in providing financial support. Bac Giang Province is directing localities to review and make a list to report to the Provincial Steering Committee for solutions.
In the coming time, the Provincial Steering Committee will continue to urge and guide the Steering Committees of districts, towns and cities to propagate and promote the commencement of new construction and repair of houses with the goal of striving to basically start construction in April 2025; basically complete the repair and construction of new houses for eligible subjects in June 2025. Continue to urge and guide localities to speed up the implementation of approval procedures for eligible cases; focus on removing obstacles in land and planning; organize the allocation of funds to localities; promote propaganda and mobilize social resources to provide additional funding support for disadvantaged households.
With synchronous solutions from all levels of government and the cooperation of the people, Bac Giang province is determined to overcome difficulties and obstacles, speed up the commencement and completion of projects according to the set schedule.
