Bac Kan: Strong sanctions, strict handling, alcohol concentration violations still increase

According to Decree 100/2019/ND-CP dated December 30, 2019 of the Government , the penalty for alcohol concentration violations is very high, expected to be enough to deter people who drink alcohol and drive. However, there are still many people who ignore the provisions of the law... until they are discovered and strictly handled by the authorities.

According to Lieutenant Colonel Nguyen Van Hoa, Deputy Head of the Traffic Police Department, Bac Kan Provincial Police: Driving a vehicle while consuming alcohol is one of the potential causes of traffic accidents. Clearly identifying this, the Department has recently increased propaganda combined with patrols, detecting and strictly handling this violation.

The leader of the Traffic Police Department of Bac Kan Province Police affirmed that the functional forces of the whole province will continue to launch a campaign to strictly handle violations of alcohol concentration.

On June 20, 2023, at exactly 8:00 p.m., Patrol Team No. 2, Traffic Police Department arrived at Km159, National Highway 3 to set up a checkpoint to handle alcohol violations as planned. After about two hours, using specialized equipment, the working group detected 05 cases of drivers violating alcohol concentration.

Mr. LSH, residing in Tan Tu commune, Bach Thong district, had a blood alcohol concentration of 1.082 milligrams per liter of breath, hesitantly watching his motorbike being loaded onto a specialized truck to be taken to a temporary storage warehouse. According to Decree 100/2019/ND-CP of the Government, Mr. H's violation was fined 7 million VND, his driver's license revoked for 23 months and his vehicle impounded for 7 days.

When asked, the violators were aware of the harmful effects of participating in traffic after drinking alcohol... "but only because they were too busy having fun". Now that they have been heavily fined, everyone is very sad and regretful.

Since the beginning of 2023, the Traffic Police force of Bac Kan Provincial Police has increased its efforts to handle violations of alcohol concentration.

It is known that in the first 6 months of 2023, the provincial traffic police force arranged 4,424 patrols with 16,502 officers and soldiers participating. Detected and handled 5,090 violations; fined 4,082 cases with a total fine paid to the state budget of more than 8.46 billion VND, temporarily detained 2,095 vehicles; temporarily revoked driving licenses for 1,068 cases.

Of which, the topic of handling alcohol concentration violations alone detected and handled 1,533 violations, while in the same period in 2022, the number of alcohol concentration violations was much lower.

After strengthening the handling of alcohol concentration violations, the number of cases detected in the province increased compared to the same period.

The number of violations after Tet tends to increase, peaking in April 2023 with 414 violations.

After the provincial traffic police started to strictly handle alcohol concentration violations, the number of violations in urban centers began to decrease, while in rural areas, this behavior changed more slowly.

In many campaigns to handle alcohol violations in urban centers, the authorities did not detect any violations. The awareness of traffic participants is changing.

Many officials and people have begun to be aware of not driving after drinking alcohol. Some restaurants that specialize in serving “drinkers” have become deserted. Some restaurants are very trendy, organizing cars to take customers home after drinking alcohol at the restaurant.
