Bac Ninh aims to become a leading center of science, technology and innovation

On May 12, Deputy Prime Minister Nguyen Chi Dung attended the meeting with private enterprises in the field of science and technology in Bac Ninh province and awarded the project investment registration certificate.

Also attending were comrade Nguyen Anh Tuan, Secretary of the Provincial Party Committee, Head of the Steering Committee for the implementation of Resolution 57-NQ/TW of Bac Ninh province; representatives of leaders of ministries, departments, branches, central agencies, experts, scientists, domestic and international business communities.

Pioneering and proactive in implementing dual goals

On behalf of the Government leaders, Deputy Prime Minister Nguyen Chi Dung acknowledged and highly appreciated Bac Ninh province for its pioneering role in implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

Deputy Prime Minister Nguyen Chi Dung acknowledged and highly appreciated Bac Ninh province for taking the lead in implementing Resolutions 57 and 68 of the Politburo in recent times.

He stated: Bac Ninh province has quickly implemented the contents of two important resolutions into life, connecting and synchronously implementing the two dual goals of linking private economic development with the development and application of science and technology. Proactively promulgating and implementing many practical programs and policies to support businesses, especially small and medium enterprises, in accessing new technologies, applying digital transformation and improving innovation capacity.

Affirming and emphasizing the importance of Resolutions 57 and 68, Deputy Prime Minister Nguyen Chi Dung suggested that Bac Ninh province should continue to seriously implement the two resolutions, allocate resources, build specific mechanisms, form business linkage chains in the supply chain with FDI enterprises, with the leadership of large enterprises to support small and medium enterprises to develop and participate in the global value chain.

Along with that, closely coordinate with Bac Giang province to build a development orientation for the new Bac Ninh province after the merger as an economic growth pole of the North and the whole country with a green, clean, and modern industrial-service development based on a knowledge-based economy, science and technology, innovation, and digital transformation.

Synchronous, modern socio-economic infrastructure, connecting inter-provincial, inter-regional and international levels by taking advantage of development space from Gia Binh international airport and key traffic infrastructure system.

Prioritize the development of high-tech industries, green industries, digital technology industries, forming a leading electronics center in Vietnam; develop service, tourism, trade, and agriculture industries on the basis of breakthroughs in science, technology, and innovation.

Deputy Prime Minister Nguyen Chi Dung especially noted that in order to soon complete the goal of making Bac Ninh a locality in the leading group of the country in terms of science-technology potential and innovation, one of the leading training, research and development centers in the country in science-technology, the province takes the lead in creating favorable conditions for private economic development, the province needs to research and develop specific and outstanding mechanisms and policies on the basis of concretizing the resolutions and policies of the Central Government such as preferential policies on taxes, land funds, and construction of specialized industrial zones and clusters.

Believing that Bac Ninh province will become the leading center of science, technology and innovation in the country, creating a "miracle of the Cau River" in the coming time, the Deputy Prime Minister suggested that the province should build an innovation center, connect with the national innovation center, and build an innovation ecosystem for the locality and the whole country.

The private business community in Bac Ninh province needs to continue to promote its bravery with national aspirations, boldly invest in depth, transform technology, pioneer in high technology, boldly transform technology, pioneer in mergers and acquisitions with FDI enterprises because this is the shortest path in accessing technology, markets, supply chains and global value chains.

Creating sustainable value

According to Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan, consistent with the view that private enterprises, especially in the field of science and technology, must become the main force in innovation, high-tech application and sustainable value creation, in recent years, Bac Ninh province has continuously improved institutions, improved the investment and business environment, creating favorable conditions for innovative start-ups, high-tech enterprises and private enterprises to develop strongly, equally and safely.

Programs to support technology transfer, financial access, and high-tech human resource training have initially brought about positive changes, contributing to the formation of a provincial innovation ecosystem.

7 typical enterprises received Investment Registration Certificate.

By 2024, the province will have more than 24,800 enterprises with a total registered capital of VND 430,450 billion. The ratio of enterprises to the number of people in the province will reach 1.6% (equivalent to 16 enterprises/1,000 people).

Within the framework of the meeting, Bac Ninh province organized the awarding of Investment Registration Certificates to 7 typical enterprises with a total investment capital of over 856 million USD. Of which, 3 domestic investors invested in the project of investment in construction and business of industrial park infrastructure with a total investment capital of 4,182 billion VND (equivalent to 167 million USD), bringing the total registered investment capital from the beginning of 2025 to date in the province to 2.4 billion USD.

On this occasion, Bac Ninh province also launched 5 Liaison Committees of science and technology business associations in the area, aiming to build a comprehensive science and technology ecosystem, where businesses are connected, exchanged, shared experiences, and accompanied each other on the journey of innovation and development.
