(LĐ online) - Over 94 years of building, fighting and growing, the Communist Party of Vietnam has been successfully leading the cause of innovation, industrialization and modernization of the country, along with strengthening the building of a strong Party in terms of politics, ideology and organization.

The work of Party building and rectification is carried out synchronously with many solutions; in which, focusing on effectively implementing Regulation No. 08-QDi/TW, dated October 25, 2018 of the Central Executive Committee on the responsibility of setting an example for cadres and Party members, first of all Politburo members, Secretariat members, Central Executive Committee members and Resolution of the Central Committee 4 (term XII, term XIII), Conclusion No. 21-KL/TW, dated October 25, 2021 on strengthening Party building and rectification and the political system...

However, frankly speaking, currently, within the Party, in some Party cells and Party committees, there are still a few cadres and Party members who, in their activities, studies and work, still show signs of avoidance, fear of making mistakes, shirking responsibility, taking credit and blaming.

Specifically, in the activities of Party cells and Party committees at all levels, when the chairperson points out limitations and shortcomings for the Party cell and Party committee to analyze, clarify, and find solutions, many individuals find ways to take credit and blame. From taking credit and blaming, there is a situation of fighting, badmouthing each other, and disunity within the organization, affecting the common tasks of the agency and unit.

In everyday life, individuals who often take credit and blame are the ones who often go through the “back door”, taking advantage of their “close” relationship with “boss A”, “boss B”, through a cup of tea, a glass of wine to have a “story as a gift”, blaming others, taking credit for themselves. Meanwhile, “boss A”, “boss B” are “too carefree”, or “deliberately do not see”, or even have a “conservative, patriarchal” mindset, do not clearly understand the cause, like “flattery” and listen to it, leading to misunderstanding the nature and truth of the problem.

There are also cadres and party members who admit their mistakes, but only half-heartedly, or there is a situation where "the collective is wrong, but the individual is still right".

The above situation has reduced the Party's prestige and eroded the people's trust. Those who do the right thing are afraid of making mistakes, personal views that are constructive and contribute to the common good are not protected by the organization, talented people are not appreciated, leading to the phenomenon of cadres being discouraged, even "brain drain". Those who are degenerate, who do nothing but are good at "flatter", seek opportunities to "take credit and blame" to continuously advance. The Party's criticism and self-criticism have been unintentionally misunderstood, becoming tools and weapons for opportunists to exploit, becoming "cancers and boils" within the Party.

To overcome the situation of avoidance, fear of mistakes, shirking responsibility, taking credit and blaming within the Party, it is necessary to synchronously implement many solutions. First of all, in terms of awareness, Party committees and Party organizations at all levels must regularly educate cadres and Party members to deeply understand the position, meaning, tasks and responsibilities of individuals, train them to be steadfast, "dare to do, dare to take responsibility"; of the fight against the manifestations of avoidance, fear of mistakes, shirking responsibility, taking credit and blaming within the Party.

Each person must have the right attitude and method, boldly accept responsibility, shortcomings, correct mistakes thoroughly, honestly, without any extravagance, without exaggeration. Must clearly point out both advantages and disadvantages, courage, dare to do and dare to admit; avoid the attitude of "hiding illness and fearing medicine", not seeking to correct but also claiming credit, blaming others. President Ho Chi Minh called it "an insincere, incorrect attitude", that attitude will lead to extremely serious consequences, the illness will get worse, even "life-threatening".

Regarding action, first, each cadre and party member must promote initiative, creativity, and wholeheartedly and fully complete their tasks. In performing tasks, they must be active, flexible, and proactive so that work runs smoothly and achieves the best results; including in coordinating with comrades, colleagues, or relevant agencies and units, avoiding delays, backlogs, and congestion; not making comrades and colleagues wait for coordination and collaboration; absolutely avoiding the expression of "meritorious person", "star", considering themselves as the only one, as "irreplaceable".

In performing assigned duties and tasks, whether simple or complex, normal or urgent, one must strictly comply with regulations, rules and procedures, not take shortcuts, act against regulations, or violate the conscience of cadres and party members; absolutely do not have personal motives or prejudices, or take advantage of work. However, one must not be rigid or mechanical, but must be flexible, creative, constantly improve and innovate to complete the work.

Second, having high self-respect is the respect for one's own honor, qualities, and qualifications. Honor is the most sacred and noble thing. Having self-respect and honor will help one raise one's sense of responsibility, work with a spirit and attitude of impartiality and objectivity, for the common benefit of the agency, unit, collective, and people, for the prestige and honor of the Vietnamese people, of the Party, State, Government, of the agency, unit, and of oneself.

Every cadre and party member who is aware of self-respect should do their work in a pure and noble manner, without personal motives or for their own benefit, family benefit, or "group or local interests", because "what's the point of having a lot of money, you can't take it with you when you die".

Third, we must know how to self-examine ourselves in everything; we must correct mistakes, admit mistakes, compensate for harm, and accept criticism. Each cadre and party member must self-examine and control the work they have done, to what extent and with what results, what results and initiatives have been developed, and what has not been done or has not produced the desired results that need to be adjusted.

When we encounter shortcomings and defects, we must voluntarily accept personal responsibility, clearly identify the causes of the defects in order to take measures to correct, overcome, and strive to improve; do not take credit, blame the objective, or others, propose measures to overcome shortcomings, limitations, and defects; from there, advise and propose remaining issues to the leaders of the agency, unit, party cell, and party committee to have measures to help, support, resolve, or create conditions to perform well the assigned work, responsibilities, and tasks.

The person being criticized must be open-minded, seriously accept the criticism of his comrades, must have the determination to overcome mistakes and shortcomings, should not be discouraged or resentful because of criticism, should not shirk responsibility, avoid shortcomings and mistakes.

Fourth, we must uphold the spirit of responsibility, diligence, thrift, integrity, and selflessness in our work; at the same time, we must uphold the Party's leadership principles. Cadres and Party members should not speculate about whether their work is important or not, whether it brings any benefits to themselves and their families; we must see that every job is necessary and important to the agency or unit; each individual, each person in a collective undertakes a different task and the responsibility of each individual is to complete his or her work well, contributing to the successful completion of the tasks of the agency or unit; we must always keep in mind and uphold the three principled characteristics of our country's current political leadership model: "Collective leadership", "collective leadership", "collective leadership" as General Secretary Nguyen Phu Trong stated in the first meeting of the Personnel Subcommittee preparing for the 14th Congress. Every individual, once assigned and doing any work, no matter how difficult or challenging, must be determined to complete the task well, must not shirk or falter.

Fifth, we must be confident, courageous, and practice the "7 dares". Cadres in the Army in particular, and cadres and civil servants at all levels in the Party in general, must maintain and promote the spirit of "7 dares" that the late General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission, pointed out at the 6th Central Military Commission Conference, term 2020-2025: "Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges, and dare to act for the common good", must "Turn political determination into practical action, say what you do", because "no one is without mistakes and shortcomings, only those who do not do do not make mistakes" and also need to avoid the situation of "delay, avoidance, stagnation, lack of responsibility, fear of making mistakes and not daring to do, being overly cautious and safe".

Agencies and units must also have mechanisms to protect and encourage cadres to "dare to think, dare to do, dare to take responsibility", as the late General Secretary Nguyen Phu Trong said at the National Cadre Conference on December 9, 2023: "In the work of Party building and rectification, we must proactively attack and strictly handle negativity, and at the same time have mechanisms to encourage cadres to dare to think, dare to do, and dare to take responsibility".

Most importantly, each individual must be truly humble, truly receptive, not arrogant or complacent. Cadres, party members and civil servants must demonstrate a modest attitude in performing their duties and work; be modest when achieving achievements, be modest about their own capacity and qualifications, because "modesty is indispensable for those who want to succeed in life"; have a receptive spirit when comrades, colleagues, and leaders of agencies and units give advice and help, as Uncle Ho taught: "Our cadres must be truly "diligent, frugal, honest and upright".

For comrades in leadership roles, Uncle Ho also taught: "Superiors should also occasionally seek criticism from subordinates. That is no different from someone with a stain on their face, being shown a mirror, at that time, without needing anyone's advice, they will rush to wash their face"; must grasp the capacity, strengths, and weaknesses of each cadre and party member to assign tasks appropriate to the capacity, role, and position of each individual; must work directly, "work to understand what subordinates do, work to monitor, direct, and inspect", must regularly check to promptly correct and correct; must understand the thoughts, aspirations, lives, and family circumstances of the cadres they manage, "understand the cadres" to adjust the work accordingly, promote the qualifications and capacities of the cadres, and at the same time harmoniously resolve work relationships, contributing to building a spirit of solidarity, democracy, and openness in the agency and unit...

The fight against the manifestations of "avoidance, fear of mistakes, shirking responsibility, claiming credit, and blaming" within the Party is not only reflected in resolutions, documents, and promises, but also in very specific, practical, daily actions in all fields, all jobs, and by everyone.

In the end, “each cadre, party member, each person must self-examine, self-criticize, and self-correct like washing their face every day. If so, our Party will not be sick, our Party will be extremely healthy”. That is the duty of each person to the organization, to the Party, to superiors, and the responsibility to the people, to the collective, and to themselves. That is the purest manifestation of human ethics, revolutionary ethics of cadres and party members, wholeheartedly and with all their might, striving for the revolutionary cause of the people and the country. That is also the ethics and qualifications of true cadres and party members, just as President Ho Chi Minh taught: “Just as a river must have a source to have water, without a source the river will dry up. A tree must have roots, without roots the tree will wither. A revolutionary must have ethics, without ethics, no matter how talented, he cannot lead the people”. And, “If we want to wash away the evil traces of the old society and cultivate revolutionary morality, we must strive to study, cultivate ourselves, and reform ourselves to progress forever. If we do not strive to progress, we are regressing and backward.”
