Measure by real movement

Remember, at the 9th session of the Hue City People's Council, term VIII, held at the end of 2024, 80 voters' recommendations were compiled, reflecting all aspects of life: Investment - construction - infrastructure, agriculture , land management, planning, environment, to social policies, health, education. The proposals are not general but specific to each road, bridge, electric pole, and each support policy.

From that series of recommendations, the Hue City People's Committee issued a separate plan to monitor and handle. The monitoring report of the Standing Committee of the People's Council at the 10th Session also recorded many positive movements: A series of important infrastructure projects were included in the medium-term investment plan or implemented, such as upgrading the road along the Bo River, Tam Giang Lagoon Bridge, handling coastal landslides, flood drainage systems in many localities... Some shortcomings in electricity and telecommunications management have been reviewed and handled; the power grid has been renovated, and cables have been bundled. Planning work has also had positive changes when increasing public opinion and adjusting according to the current situation.

According to Vice Chairman of the City People's Council Ha Van Tuan, the government has received and fully responded to 80 recommendations sent to the 9th Session. Some recommendations have been implemented, some are being implemented, and some recommendations beyond the city's authority have been reported to the Central Government or clearly explained to voters.

In reality, not all reflections have changed. The monitoring report responding to voters' petitions at the 10th Session of the 8th City People's Council also frankly pointed out the shortcomings. Some of the answers were general and did not clearly specify the time of implementation. There were cases where the report said "it has been resolved" but at the local level, people have not seen any changes.

The main reason, according to the assessment of the City People's Council, comes from the lack of coordination between departments, branches and local authorities. Some units are slow to implement, some places even shirk responsibility. Some People's Council delegations have not carefully filtered the content, sent recommendations beyond their authority, causing the processing process to be prolonged.

Solve problems with responsibility

At the 10th session, the 8th City People's Council received 59 petitions from voters. Most of them still focused on familiar groups of issues: Infrastructure investment, transportation, planning, land, environment and rural life.

Voters of Vy Da ward proposed to invest in Phu Luu bridge connecting Nguyen Sinh Cung - Ung Binh road. Voters of An Cuu proposed the railway industry to install traffic lights at the railway - Luong Van Can intersection. Voters of Binh Dien commune proposed to open a route from Kim Long to Huong Binh, and proposed to widen narrow and dangerous curves on National Highway 49A, through villages 1 and 2. Voters of Phu Vinh commune proposed to invest in the drainage system of National Highway 49B to prevent flooding during the rainy season...

Not only stopping at transport infrastructure, the petitions of voters from Quang Dien, Dan Dien communes, Phong Quang ward... show that the countryside is also lacking essential investments. People hope that the State will continue to support sustainable poverty reduction programs, build advanced new rural areas, and especially soon implement approved flood drainage projects. "When becoming a centrally-governed city, we hope that traffic routes will be invested more strongly, thereby creating conditions for local development", voter Nguyen Thanh (Phong Quang ward) shared.

Another notable group of opinions came from local aquaculture farmers... They continued to request the electricity sector to invest in infrastructure to provide stable electricity to farming areas, especially during the dry season, when weak electricity causes water fans and aeration systems to operate ineffectively, causing crop damage...

Faced with this reality, the Standing Committee of the City People's Council has proposed many solutions to improve the way voters' petitions are handled. These include improving the quality of synthesis, clearly classifying, properly decentralizing, conducting more field inspections, and monitoring progress more closely. In the context of the city operating a two-level local government model, an important task is to review and transfer pending petitions from the old district level to competent authorities for further processing.

The City People's Committee is also required to clearly define the roadmap and implementation time for each group of recommendations, especially sensitive issues that greatly affect people's lives. Projects with capital problems need to be recommended to higher levels, but at the same time, there must be temporary measures to reduce the impact. Another equally important requirement is transparency in feedback information. From there, voters' recommendations that are seriously handled will be an important driving force to promote reform, improve governance efficiency, and increase trust in the government.
