According to information from the Gio Linh District Center for Environment and Urban Development, the district's centralized landfill, after many years of operation, has exceeded its designed capacity and lifespan, posing a risk of environmental pollution and affecting the lives of the people.
Accordingly, the Gio Linh district's centralized landfill, with the Quang Tri Environmental Monitoring and Engineering Center as the investor, was built in Binh Minh village, Gio Binh commune (now Binh Minh village, Phong Binh commune) with a scale of 7.6 hectares.

In 2014, the project was completed (phase 1) and handed over to the District's Urban and Environmental Center for management and operation, covering an area of 2.2 hectares.
Currently, the landfill has two burial cells, designed as semi-submerged cells with an excavation depth of 5.5 m, an embankment height of 2.4 m, and an area of 4,224 m² each . The leachate treatment area includes a leachate collection pit, a balancing tank, a sand and gravel filter tank, and an underground planted filter bed.
According to the design specifications, this facility was intended to be operational for 4 years with a capacity of 30,000 m³ of household waste per cell. However, in reality, its use since handover has exceeded the designed lifespan and capacity.
Currently, the landfill cells are filled to a height higher than the surrounding dikes. At cell number 1, the highest point is 6 m, with the current volume of waste from the dike surface up to approximately 8,600 m³ ; at cell number 2, the highest point is 7 m, with the current volume of waste from the dike surface up to approximately 9,500 m³ .
Every day, the Gio Linh district's centralized landfill receives and processes approximately 43 tons of household waste, equivalent to about 16,000 m³ /year.
Currently, the landfill is unable to receive and process household waste, posing a serious risk of environmental pollution and significantly impacting people's lives if no plan is implemented to renovate or construct a new landfill.
