The Secretariat issued regulations on monitoring, urging, and inspecting the implementation of tasks on the monitoring and evaluation system based on data and in real time.

On behalf of the Secretariat, Comrade Tran Cam Tu, Politburo member and Standing Secretary of the Secretariat, has just signed and issued Regulation No. 08-QC/TW dated November 5, 2025.

Regulation No. 08-QC/TW monitors, urges, and inspects the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary , and the Standing Member of the Secretariat on the monitoring and evaluation system based on data and in real time.

Regulation 08-QC/TW applies to Party Committees directly under the Central Committee, Party agencies at the Central level, Provincial Party Committees, City Party Committees and relevant agencies, organizations and Party members in cases of performing tasks assigned by the Party Central Committee, Politburo , Secretariat, General Secretary and Standing Member of the Secretariat.

The monitoring and evaluation system is an information system serving the work of monitoring, urging, and inspecting the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat based on data and in real time; integrated with shared digital platforms of the country and of party agencies.

Data is a collection of information that is digitized, stored, exploited and managed on the monitoring and evaluation system, including: (i) Information on documents assigning tasks, agencies assigned to perform, progress, results, products, evaluation reports, quantitative and qualitative indicators related to the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat. (ii) Information and data that are interconnected and integrated from the Monitoring and Evaluation System of agencies and organizations within the Party, ensuring consistency, synchronization, integrity and real-time updates.

Real-time is the mode of updating, processing, synchronizing and displaying information and data on the Monitoring and Evaluation System at the time of events, activities or changes related to the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat.

After the resolution, directive, notice, conclusion, program, plan, project, decision, regulation and documents announcing the conclusion of the meeting, the direction of the Central Executive Committee of the Party, the Politburo, the Secretariat, the General Secretary, the Standing Member of the Secretariat are issued, within 3 working days, the Central Office of the Party is responsible for classifying the task groups, tasks; updating and transferring the monitoring system to monitor and fully evaluate the information content of the tasks. When there is feedback from agencies and units, the Central Office of the Party is responsible for confirming and updating the status of the feedback processing within 1 working day from the date of receipt.

Agencies, organizations, and party members assigned to perform tasks must confirm receipt on the System within 4 working hours from the time the task is transferred. In case the content of the task is found to be incorrect or not within the authority, they must respond on the System within 8 working hours from the time of receipt.

For tasks with a duration of less than 1 month, update results upon completion, no later than 3 working days after the end date.

For tasks with a duration of 1 to less than 3 months, update at least once mid-term (after half of the implementation period) and once no later than 3 working days after the end date.

For tasks with a duration of 3 to less than 6 months, update at least twice (at ½ and ¾ of the implementation time) and once no later than 5 working days after the end date.

For tasks with a term of 6 months or more or with an indefinite term, update periodically by month, quarter, year or as required by the competent authority.

Based on the updated data on the Monitoring and Evaluation System, the Central Party Office presides over the synthesis of the results of the implementation of tasks of the Party Committees directly under the Central Party Committee, Party agencies at the Central level, Provincial Party Committees, City Party Committees and related agencies, organizations and Party members. The assessment of the results of the implementation of tasks is carried out quarterly, 6-monthly and annually and is publicly displayed on the Monitoring and Evaluation System. The assessment results are the basis for classifying the level of task completion, determining agencies, organizations and Party members who have completed their tasks excellently, completed them, incompletely completed them or not completed them.

The Central Party Office coordinates with the Central Organizing Committee and central party agencies to build a data connection mechanism between the Monitoring and Evaluation System and the Emulation and Reward Management System in party agencies. The results of the assessment of the level of task completion are an important basis for considering emulation, rewards, discipline or annual evaluation of leaders and managers.

Every quarter and every year, the Central Party Office compiles and publishes the rankings of progress and results of task implementation of agencies and units on the Monitoring and Evaluation System. Agencies and units with low evaluation results or classified as not completing their tasks for two consecutive periods must explain the reasons, propose remedial measures and be responsible to the Central Party Executive Committee, the Politburo and the Secretariat.
