The Provincial Party Executive Committee evaluates the implementation of tasks in the first 9 months of the year

On the morning of September 27, the Provincial Party Committee (PPC) held a meeting to review the work of the first 9 months of the year, discuss, give opinions and policies on contents within its authority. Comrades Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired the meeting. Speaking at the opening of the conference, Secretary of the Provincial Party Committee Le Thi Thuy requested delegates to uphold their sense of responsibility, promote democracy, and focus on analyzing and evaluating frankly and objectively the results achieved, shortcomings and limitations from the practical work in their localities, agencies and units, finding out objective and subjective causes to have solutions. On that basis, accurately forecast the situation, identify difficulties and challenges, propose key and specific tasks and solutions to lead and direct in the last 3 months of the year to successfully complete the goals, targets and tasks of the 2023 plan, contributing to completing the goals and targets of the Resolution of the 20th Provincial Party Congress.

Regarding the contents of giving opinions and policies on socio-economic contents presented at the 2023 Provincial People's Council's thematic session, he requested the Provincial Party Committee to discuss, give opinions and policies to ensure effective implementation and serve as a basis for the Provincial People's Council to consider and decide at the thematic session (15th session) of the 9th Provincial People's Council.

Regarding the documents disseminated at the conference, it is recommended that the members of the Provincial Party Committee lead, direct, and seriously and effectively implement the documents, ensuring they are close to the practical situation in localities, agencies, and units.

On the morning of September 27, the Provincial Party Committee listened to comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee, present a draft report on the results of the first 9 months of the year and the tasks of the Provincial Party Committee for the fourth quarter of 2023.

Accordingly: In the first 9 months of 2023, despite many difficulties and challenges, the Provincial Party Committee and the Provincial Party Committee's Standing Committee focused on leading and directing the work of Party building, building the political system, implementing socio-economic development tasks, ensuring national defense and security, and achieving many results.

Specifically: The work of Party building and political system building continues to be strengthened and well implemented. Focus on directing the organization of mid-term reviews of the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress and the resolutions of the Party Congresses at all levels for the 2020-2025 term. Organize thorough dissemination and serious implementation of resolutions, directives, conclusions and regulations of the Central and the province. Organize the vote of confidence for leadership and management positions and positions in the province's political system (mid-term 2020-2025) according to regulations, ensuring progress; Review and supplement the planning for the 2020-2025, 2021-2026 and 2025-2030, 2026-2031 terms for positions under the management of the Politburo, the Secretariat and positions under the management of the Provincial Party Committee; implement the process of introducing personnel for the planning of the 14th Party Central Committee, term 2026-2031; establish subcommittees and teams to edit documents of the 21st Provincial Party Congress, term 2025-2030 and the Working Group to monitor and guide model congresses of the province at the grassroots and district levels.

The activities of the government, the Fatherland Front and socio-political organizations at all levels have many innovations, quality and efficiency are increasingly improved, democracy is expanded, and the great national unity bloc is strengthened. Directing the successful organization of the 11th Provincial Farmers' Association Congress for the 2023-2028 term.

The socio-economic situation is basically stable. The total product in the province increased by 7.3% over the same period in 2022. Export activities increased quite well, tourism achieved high results; trade, service and agricultural production sectors remained stable. Investment attraction work was focused on, organizing delegations to promote investment at home and abroad. The epidemic situation in the province was basically well controlled; business activities were gradually restored. Culture and society had many exciting activities, successfully organizing a series of events of the Ha Nam Culture and Tourism Week in 2023. Education and training continued to maintain high achievements. Policies to ensure social security were implemented promptly, practically, and to the right subjects. National defense, political security, social order and safety were maintained, people's lives were stable. Focus on directing the preparation of conditions for the Provincial Defense Area Exercise in 2023.

At the conference, Comrade Nguyen Anh Chuc, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, on behalf of the Party Committee of the Provincial People's Committee, reported and asked for opinions from the Provincial Party Committee for opinions and policies on socio-economic contents submitted at the 2023 Provincial People's Council's thematic session on adjusting investment policies for 3 projects: Phu Thu Intersection Investment Project and connecting road in Tien Hiep Commune, Phu Ly City. Investment project to build a connecting road from National Highway 1A to Cau Gie - Ninh Binh Expressway via Liem Son Intersection, passing through Binh Luc District to National Highway 21A, National Highway 21B, the road connecting the two expressways Hanoi - Hai Phong and Hanoi - Ninh Binh; connecting two special national relics, Tran Thuong Temple (Ha Nam Province) and Tran Temple Historical - Cultural Relic Site (Nam Dinh Province). Investment project to build a parallel road to National Highway 21, Kim Bang district (section from DH05 road, Kim Bang district to T3 road intersection with National Highway 21). Regarding the policy to complete the Le Cong Thanh road construction investment project phase 3. Regarding the assignment of the public investment plan for the period 2021-2025 to be managed by the provincial level.
