Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06: First meeting

(Quang Binh Portal) - On the morning of March 18, 2025, the Government's Steering Committee on science, technology (S&T) development, innovation, digital transformation (DCT) and Project 06 held its first meeting chaired by Comrade Pham Minh Chinh, Prime Minister, Head of the Steering Committee.

Attending the meeting at the Quang Binh province bridge were Mr. Tran Phong, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Digital Transformation, Head of the Provincial Steering Committee for Administrative Reform, Head of the Working Group for the Implementation of Project 06 provinces; Mr. Hoang Xuan Tan, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Digital Transformation; members of the Provincial Steering Committee for Digital Transformation, the Provincial Steering Committee for Administrative Reform, the Working Group for the Implementation of Project 06 provinces and the Working Group for Support; representatives of leaders of a number of related units and enterprises.

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and digital transformation, establishing a Central Steering Committee headed by General Secretary To Lam.

Immediately afterwards, the Government urgently directed the issuance of an Action Program to implement Resolution No. 57-NQ/TW of the Politburo. The Prime Minister decided to establish the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 on the basis of merging the Steering Committee for Administrative Reform, the National Committee on Digital Transformation, and the Working Group for Project 06.

At the beginning of the meeting, delegates heard the announcement of Decision No. 598/QD-TTg dated March 13, 2025 of the Prime Minister on the establishment of the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, with Prime Minister Pham Minh Chinh as Head of the Committee and Permanent Deputy Prime Minister Nguyen Hoa Binh as Permanent Deputy Head of the Committee.

In recent times, ministries, branches and localities have organized dissemination and propaganda to a large number of cadres, party members and people to raise awareness of the role of science and technology, innovation and digital transformation in national development; urgently and resolutely perfecting institutions, turning institutions into a competitive advantage in the development of science and technology, innovation and digital transformation. Investment, development and completion of infrastructure for science and technology, innovation and digital transformation have been promoted. 5G telecommunications services have been commercialized. The smartphone usage rate has reached 89.6%. There are over 55.25 million accounts activated on the VNeID application; 14.2 million driver's license records have been integrated into the VNeID national identification application.

For Project 06, the Ministries and branches have completed the integration of 58/76 essential administrative procedures on the National Public Service Portal. The Ministry of Public Security has proactively reviewed and evaluated 495 administrative procedures of the Ministries and branches, of which 324 administrative procedures can be cut or reduced. The Ministry of Health officially launched and put into operation the Medical Data Coordination System; to date, 142 medical examination and treatment facilities in 29 localities have used Electronic Medical Records. The Ministry of Public Security has also coordinated to establish infrastructure at 06 Ministries and branches to serve data sharing with the National Data Center; piloting 08 administrative procedures, 02 groups of interconnected administrative procedures in the direction of using data already stored at the National Data Center, expected to be piloted in April 2025.

Regarding administrative reform, the Ministry of Home Affairs said that the administrative system has achieved very positive results, creating a solid foundation for further development. Currently, the whole country has only 17 ministries and ministerial-level agencies, reducing 05 ministries and 03 government agencies; the internal organization of ministries and ministerial-level agencies has been significantly streamlined. For localities, according to the general direction of the Government, 63 provinces and cities have reduced 343 specialized agencies and equivalent agencies under the provincial People's Committee, reaching a rate of 29%, along with 1,454 specialized agencies under the district People's Committee (reduced by 17.5%).

At the meeting, delegates discussed the effective use of the State budget, the public-private partnership mechanism for science and technology development, innovation; some contents that need to be completed: the national database on land and population; paperless government, moving all activities to the digital environment; developing 5G infrastructure, the National Data Center; cashless payments, etc.

Speaking at the meeting, the Prime Minister commended the efforts and achievements of ministries, branches and localities; the consensus and active participation of people and enterprises in the development of science and technology, innovation, digital transformation and Project 06, thereby bringing convenience and benefits to the country and the people. He emphasized that innovation and improvement of the apparatus must be closely linked with the development of science and technology, innovation, digital transformation; in which people and enterprises must be the main subjects. In the coming time, the Chairmen of the People's Committees of provinces and cities need to thoroughly grasp and implement the Plans and Resolutions of the Central and the Government. Ministries, branches and localities must reorganize the Steering Committee; develop plans to implement tasks; and transform the working state from passively receiving administrative procedures to proactively serving people and enterprises in resolving administrative procedures.

With the goal of promoting the digitalization of national data, cutting, reducing, and simplifying unlimited administrative procedures and comprehensive digital citizenship, the Prime Minister requested ministries, branches, and localities to focus on effectively implementing key tasks, including perfecting institutions, creating transparency; developing seamless infrastructure, promoting the development of 5G, fiber optic, and satellite networks, and developing databases. Ministries, branches, and localities need to develop plans for training human resources at all levels, from popularizing "digital literacy" to training high-quality human resources; promoting the processing of documents and administrative procedures in the digital environment; and continuing to provide online public services to ensure smoothness.

He also assigned the State Bank to develop a specific roadmap to continue promoting non-cash payments, moving towards a completely cashless society. The Ministry of Finance is determined in collecting electronic taxes related to food and retail services; strengthening inspection and examination.
