Ministry of Culture, Sports and Tourism issues plan to inspect compliance with tourism laws

The objective of the plan is to enhance the effectiveness and efficiency of state management of tourism service businesses, educational institutions that organize exams and issue certificates of tour guide skills and certificates of tourism operation skills; carry out administrative reforms, raise public awareness; resolutely handle officials who violate, are negative, cause difficulties or cover up for units that do not comply with regulations.

Raising awareness of state management agencies, investors and managers and operators of travel businesses, educational institutions organizing exams and granting certificates of tour guide skills, certificates of tourism operation skills for tourist areas, tourist attractions, and tourist accommodation establishments on compliance with legal regulations in tourism business, tourism statistics, the need to maintain and control service quality, and develop rapidly, comprehensively, and sustainably.

Create a fundamental change in improving professionalism and service quality, ensuring environmental hygiene; building a healthy and cultured business environment in tourism product and service establishments. Raise awareness of civilized behavior, polite and friendly attitude in serving customers for all tourism staff.

Demonstrating the determination and strong commitment of the tourism industry in awareness and action in rectifying and improving the quality of tourism services, meeting the requirements of promoting tourism development towards the national growth target of 8% or more in 2025 in accordance with the spirit of Resolution 25/NQ-CP dated February 5, 2025 of the Government.

The subjects of inspection are clearly stated to include: Department of Tourism/Department of Culture, Sports and Tourism of provinces/cities under the central government; International travel service businesses, tourist areas, tourist attractions in provinces/cities under the central government; Tour guides practicing at tourist areas/destinations; Educational institutions organizing exams and granting certificates of tour guiding skills, certificates of tourism operation skills in provinces/cities under the central government; Star-rated tourist accommodation establishments nationwide; Tourist accommodation establishments that advertise incorrect service quality, list incorrect star ratings or advertise star ratings without being recognized by competent authorities.

The inspection will be carried out in a number of key tourism development areas including: Hanoi, Hai Phong, Quang Ninh, Lao Cai, Phu Tho, Nghe An, Thanh Hoa, Khanh Hoa, Ninh Thuan, Lam Dong, Thua Thien Hue, Da Nang, Ho Chi Minh City, Binh Duong. The expected implementation time is in the second, third, and fourth quarters of 2025.

The inspection contents include: State management of tourism activities, tour guides, tourist areas/destinations and tourist accommodation in the area; Compliance with legal regulations of travel businesses; Inspection of tourist accommodation establishments regarding compliance with legal regulations; Inspection of educational establishments organizing exams, granting professional certificates...

The Ministry of Culture, Sports and Tourism assigns the Vietnam National Administration of Tourism to preside over and coordinate with relevant agencies and units to organize specific assigned activities; Proactively establish inspection teams to monitor compliance with legal regulations and ensure the quality of travel businesses, tourist accommodation systems, tourism training institutions and tour guide activities according to the above purposes, requirements and contents; Synthesize and report the results of the implementation of the Plan to the Minister of Culture, Sports and Tourism.

Propose that the Department of Culture, Sports and Tourism, the Department of Tourism of provinces/cities proactively organize inspection teams to monitor the quality of compliance with legal regulations of travel businesses, destinations and tour guide activities in the area; at the same time, inspect, evaluate and monitor the quality of tourist accommodation services in the area; Coordinate with the Working Group to deploy tasks according to the Plan./.
