According to the representative of the Ministry of Finance , the abolition of lump-sum tax for business households is a very correct policy of the Party and State to ensure transparency in the activities of business households, create equality in tax regime between business households and enterprises, and encourage business households to transform into enterprises.
To facilitate business households in declaring and paying taxes after the abolition of lump-sum tax, the Ministry of Finance has directed a review to perfect tax policies and tax calculation methods for business households, especially enhancing the application of information technology and strong digital transformation in the tax sector, such as using electronic invoices generated from cash registers, to ensure correct and sufficient collection and help save time and costs for business households.
At the same time, to reduce the cost burden and encourage business households to transform digitally, the draft Resolution stipulates that the State will support the costs of building, renting, and purchasing digital platforms and shared accounting software for business households to use for free.

Reporting on the opinions of delegates, Deputy Minister of Finance Nguyen Duc Tam said that the abolition of lump-sum tax for business households will be applied from January 1, 2026 instead of July 1, 2026. The Ministry has prepared related contents to abolish this lump-sum tax, so that business households will not be surprised when implementing it.
Regarding inspection and examination, the draft stipulates a maximum of once a year for enterprises, business households, and business individuals, except in cases where there are clear signs of violations. The regulation institutionalizes Resolution 68-NQ/TW of the Politburo , aiming to reduce direct inspection and examination, strongly shift to post-inspection and digital technology application, increase management efficiency, and avoid causing difficulties and harassment to businesses.
Regarding corporate income tax exemption for small and medium enterprises, Mr. Tam said that according to the direction of the Politburo in Resolution 68, "corporate income tax exemption for small and medium enterprises in the first 3 years of establishment".
To institutionalize this content, the draft resolution submitted to the National Assembly stipulates "corporate income tax exemption for small and medium enterprises for 3 years from the date of being granted the first business registration certificate".
Some delegates suggested that in order to increase support for small and medium enterprises, it should be amended to "exempt corporate income tax for small and medium enterprises for 3 years from the time the enterprise makes a profit".
This proposal leads to a major change in support policy, expanding the scope compared to Resolution 68, which has a major impact on budget revenue. The Ministry of Finance is seeking opinions on one of two options.
Option 1, according to the draft plan the Government submitted to the National Assembly, institutionalizes in accordance with the direction of the Politburo in Resolution 68.
Option 2, corporate income tax exemption for small and medium enterprises for 3 years from the time the enterprise makes a profit.
In order to unlock development resources, avoid loss and waste, ensure the interests of the State, and the legitimate rights and interests of organizations and individuals, the Ministry of Finance would like to seek opinions on one of two options.
During the review, Chairman of the Economic and Financial Committee Phan Van Mai said that the standing committee basically agreed with the content of the plan to receive and explain the opinions of National Assembly deputies and complete the draft resolution according to the report.
Regarding the tax exemption plan, Mr. Phan Van Mai proposed to implement it as Resolution 68.
After discussion, the National Assembly Standing Committee voted on the issues with two options and unanimously chose option 1 as proposed by the Government.
