Fishing vessel NT02070TS is captained by Mr. Tran Van Hoa, permanent resident of Khanh Hai commune, Ninh Hai, Ninh Thuan . The vessel departed on May 11, 2025, with 6 fishermen on board working as purse seine fishermen. At 7:00 a.m. on May 18, 2025, the vessel was fishing in the southwest area of Truong Sa island, 6 nautical miles away, when the net winch control box broke down. The fishing vessel contacted the Truong Sa island Logistics - Technical Service Center (Center) for instructions to enter the Truong Sa island dock for repairs.

After the technical team of the Survey Center inspected and discovered that the control gear cover of the net winch system was cracked and damaged, the hydraulic oil spilled out, causing the pressure to be lost and uncontrollable. With the captain's consent, the technical team of the Center removed the net winch control box cover and brought it back to the workshop for mechanical repair and resealing. By 4:00 p.m., the technical team had completed the repair, transferred the equipment to the fishing boat, successfully installed it, and tested it for stable operation.

During the repair period, the Center's staff combined with propaganda of Directive 45/CT-TTg of the Prime Minister ; introduced the activities of the ports and fishing villages in Truong Sa island district. At the same time, the Center presented the national flag, personal life jackets, 1,500 liters of fresh water and some necessities and medicines to fishermen on fishing boats. This is a regular activity of the 129th Fleet in Truong Sa archipelago to implement the program "Vietnam Navy as a fulcrum for fishermen to go offshore and stick to the sea" and join hands with the whole country to overcome the yellow card of the European Union.
