Discussing solutions to promote import and export of goods via railways

– On the afternoon of February 23, Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee chaired a working session with the delegation of Vietnam Railways Corporation led by Mr. Dang Sy Manh, Chairman of the Board of Members of Vietnam Railways Corporation to discuss contents to promote import and export of goods via railways.

Overview of the working session

According to the report of the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, in recent years, import and export activities of goods through Dong Dang International Railway Station have been normal, the main export goods are iron ore, aluminum ingots, wooden handicrafts, cassava starch, blood vine, dragon fruit, dried pig skin, pig feet, cooked chicken feet, etc. The main imported goods are steel of all kinds, refractory materials, melamine, pig skin, frozen chicken feet, frozen pig feet, chemicals, etc.

The import and export turnover through this border gate has grown quite strongly. Specifically, in 2018, the total import and export turnover through Dong Dang International Railway Station border gate reached 93.8 million USD, and by 2023 it will reach 136 million USD.

Although the quantity of imported and exported goods through Dong Dang International Railway Station has increased since 2019, the increase has not been even; freight transport activities, as well as import and export activities through Dong Dang International Railway Station still have some limitations. The main reason is that the national railway network is not yet synchronized in terms of track gauge, the station's infrastructure has not yet met the needs of organizing large trains; the road system connecting to the warehouse and yard of Dong Dang Station is limited in terms of load capacity; there is a lack of equipment for loading and unloading goods; the capacity for loading and unloading and releasing wagons is still slow;...

At the meeting, delegates discussed the advantages, difficulties, shortcomings and limitations in international freight transport activities, as well as import and export activities through Dong Dang International Railway Station; proposed a number of solutions to be jointly implemented in the coming time to promote import and export output of goods via the railway route.

At the meeting, the Chairman of the Board of Members of Vietnam Railways Corporation hoped that Lang Son province would implement a number of contents to support Vietnam Railways Corporation in effectively exploiting the Vietnam - China international railway transport route. Specifically: continue to work with Bang Tuong town, Guangxi, China to agree on the official import tax policy for agricultural, forestry and fishery products via the railway route to attract businesses to transport and export goods via railway; direct relevant departments, branches and Cao Loc District People's Committee to speed up the site clearance progress so that contractors have space to implement the project of Renovating, expanding and improving the capacity of Dong Dang Station;...

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee basically agreed with the proposals and recommendations of Vietnam Railways Corporation and directed the Department of Industry and Trade to preside over and work with relevant departments and branches to propagate to import-export enterprises to increase the use of railways to carry out import-export activities; the Management Board of Dong Dang - Lang Son Border Gate Economic Zone coordinates with the Provincial Customs Department to study and discuss with the competent authorities of Guangxi, China to review the tax rates of official imported goods transported via railway; Cao Loc District People's Committee proactively implements solutions to speed up the site clearance progress for contractors to carry out the project of upgrading, expanding and improving the capacity of Dong Dang Station;...

The Vice Chairman of the Provincial People's Committee also requested Vietnam Railways Corporation to soon upgrade and renovate the Hanoi - Dong Dang railway line into a high-speed railway line; continue to pay attention to investing, renovating, upgrading and completing the infrastructure of Dong Dang Station; soon invest in a synchronous system of refrigerated container trains to serve the transportation of agricultural products and fresh fruits;...
