Issue a Propaganda Plan to promote socio-economic development

The Ministry of Culture, Sports and Tourism has just issued Plan No. 4116/KH-BVHTTDL on communication to create momentum and promote socio-economic development to achieve the national growth target of 8.3% - 8.5% in 2025.

The Party and State always identify socio -economic development as the central task in the National Development Strategy, resolutely implementing strategic policies and decisions to create a foundation for the country to enter a new era. 2025 is a particularly important year, of key significance, with the national growth target reaching 8.3% - 8.5%, creating momentum for double-digit growth in the 2026-2030 period. The last 6 months of 2025 need to accelerate and make a breakthrough to complete the national growth target of 8.3% - 8.5%.

Accordingly, the Plan aims to synchronously mobilize media forces such as press, grassroots information, foreign information, electronic information, social networks, etc. to create social consensus, strengthen trust, support the policies of the Party and Government ; promptly detect and handle arising issues, and advise appropriate solutions.

The media needs to ensure balance, timeliness, authenticity, and ease of understanding; not to “heat up” the issue; promote propaganda about flexible and effective response models and solutions to challenges such as the US reciprocal tax policy; remove institutional obstacles; promote disbursement of public investment capital; complete key infrastructure goals; develop science and technology, innovation, digital transformation, high-quality human resources; promote the image of Vietnam as a reliable, active, and responsible partner.

Ministries, sectors and localities need to be consistent in their statements and information provision to the press; proactively develop “media scenarios”; select and listen to opinions from the press to serve the management of socio-economic development. The press and media need to promote creative propaganda, focusing on initiatives and solutions; encourage emulation movements in labor and production; flexibly apply messages appropriate to each stage.

Press and media agencies need to closely follow the direction of the Party and Government; prominently promote solutions and socio-economic development activities; communicate to create momentum for implementing the "3 accelerations" (mobilizing total social investment; disbursing public investment capital; eliminating temporary and dilapidated houses); reflect proactive solutions to respond to challenges; analyze positive results and breakthrough policies; emphasize new development thinking; clarify efforts to remove institutional bottlenecks, protect economic and trade interests, diversify markets, products, and supply chains.

Propaganda to create social consensus, strengthen trust in policies and solutions to proactively respond to emerging issues that impact socio-economic development, fortitude and strong will to overcome difficulties, and steadfastly pursue the national growth target of 8.3%-8.5% in 2025 to create momentum and momentum for double-digit growth in the following years. Communicate solutions of ministries, branches and localities to be proactive, flexible and adaptable to reciprocal tax policies, considering this an opportunity to diversify products, supply chains and markets, and build an independent and self-reliant economy associated with proactive and active international integration.

Focus on policy communication on breakthroughs of ministries, branches and localities to promote economic sectors contributing to economic growth, such as: solutions to connect supply and demand, linking production with distribution and consumption; implementing the National Target Program on Cultural Development for the period 2025-2035, cultural diplomacy, tourism stimulus program, promoting tourism promotion and advertising activities; developing science, technology, innovation and digital transformation, promoting the development of digital economy, green economy, circular economy, emerging sectors and fields such as: artificial intelligence, big data, cloud computing, new energy, biomedicine, cultural industry, entertainment industry...

Strengthen the fight against false information; affirm Vietnam as a safe investment destination, open business environment; promote the role of social networks, grassroots information systems in spreading useful information. External information work needs to focus on propaganda in foreign languages, affirming goodwill to cooperate, comply with international trade, create favorable conditions for investors; proactively provide information on issues of interest to partners; create conditions for international press to access reality.

In-depth analysis and recommendations to promote growth of key economic sectors, renew traditional growth drivers (investment, consumption, export) while maximizing the potential of new growth drivers (science and technology, innovation, digital transformation, green transformation, circular economy), along with new economic models, free trade zones, and linking the development of high-quality human resources.

Continue to promote major holidays and important events of the country in 2025, especially the 80th anniversary of the August Revolution and National Day September 2 to arouse patriotism, promote solidarity and social consensus to serve the task of socio-economic development; communicate to inspire entrepreneurs and launch a movement for all people to compete to get rich nationwide, serving the cause of building and defending the Fatherland.

Disseminate solutions to develop cultural industries into key economic sectors. Raise awareness of the role of copyright and related rights in creative, innovative and research activities to promote the development of cultural and entertainment industries in Vietnam. Identify the importance of respecting and making efforts to effectively enforce intellectual property rights in general and copyright and related rights in particular to increase investment attraction and enhance Vietnam's national competitiveness with partners...
