The Government requested that in June, provincial People's Committees issue detailed regulations on social housing support for civil servants living far from their workplaces.
The purpose of the Plan is to organize the synchronous, unified and effective implementation of pilot mechanisms and policies for social housing development as stipulated in Resolution No. 201/2025; clearly define the responsibilities and implementation progress of ministries, branches and localities, ensure timely and effective implementation, and avoid legal gaps or overlaps.
Notably, the plan requires the provincial People's Committee, based on actual local conditions, to issue detailed regulations on cases where people who own houses but are far from their workplaces are considered for social housing support policies. The issuance deadline is in June, ensuring that the regulations are effective in line with Resolution No. 201/2025.
The plan also sets out a number of key tasks and implementation progress for ministries, branches and localities to implement, such as: developing detailed regulations and measures for implementing the Resolution; disseminating, propagating and training on the implementation of the Resolution; reviewing and perfecting the system of legal documents; establishing, organizing and putting into operation the National Housing Fund and a number of other specific tasks.
In particular, the Government assigned the Ministry of Construction to preside over and coordinate with relevant ministries and branches to urgently research, develop and submit to the Government for promulgation in June a Decree detailing regulations and implementation measures, including the contents assigned in Resolution No. 201/2025.
Specifically: assigning investors, approving investment policies and simultaneously assigning investors without bidding for investment projects to build social housing and housing for the people's armed forces that do not use public investment capital; procedures for granting construction permits in cases requiring construction permits and applying sample designs and typical designs of social housing construction works; determining selling prices and rental prices for social housing...
At the same time, the Ministry of Construction shall preside over and coordinate with the Ministry of Finance to develop a Decree detailing the establishment of the National Housing Fund.
The Government also requested the Ministry of Construction to coordinate with the Ministry of Finance and relevant ministries and branches to develop and promulgate regulations on the operation of the Central Housing Fund; allocate funds for the Central Housing Fund; and guide localities in establishing, allocating funds and operating local housing funds.
The Government assigns the Provincial People's Committee to develop and promulgate regulations on the operation of the Local Housing Fund, ensuring public, transparent and effective operations; and allocate funding for the Local Housing Fund.
Resolution 201/2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development supplements regulations on conditions for enjoying social housing support policies for subjects affected by the organization and rearrangement of administrative units. Localities are given the right to proactively review and evaluate travel time, traffic infrastructure conditions, regions, etc. to determine beneficiaries of social housing support policies, creating favorable conditions for convenient accommodation close to the workplace. |
