The Economic - Budget Committee of the Provincial People's Council listened to a report on the development of regulations on the authority to decide on the purchase of goods and services.

This morning, May 6, the Economic - Budget Committee of the Provincial People's Council worked with the Department of Finance to listen to a report on the process of developing regulations on the authority to decide on the purchase of goods and services under the management of the province.

Reporting at the meeting, the leader of the Department of Finance said that on April 10, 2024, the Provincial People's Council issued an official dispatch on giving opinions on Quang Tri television broadcasting transmission services on infrastructure.

In particular, it is proposed that the Provincial People's Committee direct the development of a draft Regulation on the authority to decide on the procurement of goods and services serving the activities of public service units and related agencies in the province to submit to the Provincial People's Council for consideration and decision.

The Provincial People's Committee has assigned the Department of Finance to preside over and coordinate with relevant departments, branches, sectors and localities to advise on the development of a draft Resolution regulating the authority to decide on the procurement of goods and services under the province's management.

Based on the assigned responsibilities and tasks, the Department of Finance has fully implemented the steps in accordance with current regulations to advise the Provincial People's Council and People's Committee to promptly remove difficulties, creating conditions for agencies, organizations and units to promptly and properly implement procurement to serve professional work and political tasks, ensuring publicity, transparency, practicing thrift and combating waste.

Accordingly, the draft resolution includes the following main contents: The Chairman of the Provincial People's Committee decides to purchase goods and services worth VND 500 million or more per purchase package; Heads of provincial agencies, organizations and units decide to purchase goods and services worth less than VND 500 million per purchase package at their agencies, organizations and units; Chairmen of the People's Committees of districts, towns and cities decide to purchase goods and services worth from over VND 200 million to under VND 500 million per purchase package of agencies, organizations and units with budget estimates under the district budget and communes, wards and towns under their management...

Based on the report of the Department of Finance and some comments from members attending the meeting, Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Dang Anh noted the contents, comments and proposals at the meeting.

At the same time, the Department of Finance is requested to continue to supplement and complete the draft Resolution on the authority to decide on the procurement of goods and services under the management of the province so that the Economic - Budget Committee of the Provincial People's Council can synthesize and report to the Standing Committee of the Provincial People's Council before submitting it to the Provincial People's Council for approval.
