At the meeting, the Standing Committee of the Steering Committee for the arrangement of commune-level administrative units compiled opinions and proposed plans for naming and location of headquarters for 54 new commune-level administrative units, including: 30 wards, 22 communes and 2 special zones. Along with that, in the case that the Central Government approves Mong Cai as a special zone, the plan will be adjusted to 51 new commune-level administrative units, including: 27 wards, 21 communes and 3 special zones.
Naming and selecting the location of the headquarters must ensure historical, traditional, cultural factors, natural conditions, traffic infrastructure, distribution and organization of economic development spaces of each administrative unit. The goal is to maximize the potential and development advantages of each locality, gain the consensus of the people, and connect to serve the people in a timely and best way.
Based on the opinions clarifying and specifying each proposed name, the Provincial Party Standing Committee unanimously proposed the names and locations of the commune-level administrative units after the merger. At the same time, it commended the sense of responsibility of localities and related departments and branches in implementing the direction of the Central and the province on the arrangement of commune-level administrative units.
In particular, after the Provincial Party Executive Committee issued Conclusion No. 1207-KL/TU on the plan to reorganize commune-level administrative units, localities have seriously and promptly implemented it. In particular, the proposed plan on the names of commune-level administrative units after the merger has been carefully studied and considered based on factors related to tradition, history and culture of each locality.
Regarding the location of the new headquarters, the proposed options basically ensure the criteria of geographical location and traffic connection conditions. Facilitate administrative management work, as well as the implementation of administrative procedures of people at the commune-level administrative units after the merger, ensuring maximum utilization of existing facilities in the localities. The Provincial Party Standing Committee requested localities to continue to collect opinions from voters in the area; ensure completion according to the set schedule.
In order to promptly issue policies and guidelines to serve the arrangement of commune-level administrative units, the Provincial Party Standing Committee agreed to organize the 26th Session (special session) of the 14th Provincial People's Council, term 2021-2026 in April.
