On the afternoon of October 31, the Provincial Party Standing Committee held a conference to approve the 16th Provincial Congress of the Vietnam Fatherland Front, term 2025 - 2030. Standing Vice Chairman of the Provincial Fatherland Front Committee Nguyen Dinh Hung reported on the preparation of the contents of the 16th Provincial Fatherland Front Congress, term 2025 - 2030

The 16th Congress of the Fatherland Front of Nghe An province, term 2025 - 2030, is expected to take place in 2 days, from November 20 - 22, 2025 at the Provincial Labor Culture House with 500 delegates attending the congress.

With the spirit of "Solidarity - Democracy - Breakthrough - Development", the Congress comprehensively assessed the situation and results of implementing the Resolution of the 15th Provincial Fatherland Front Congress, term 2024 - 2029, drew lessons, proposed directions, goals and specific, practical and effective action programs to contribute to realizing the aspiration for rapid and sustainable development of Nghe An province.

With the goal of building the image of a "Front cadre in the digital age" with sufficient qualities, capacity, prestige, meeting increasingly high requirements and tasks, always accompanying and keeping up with the movement of the times; in the 2025 - 2030 term, the Provincial Fatherland Front Committee identified digital transformation as a "breakthrough" solution to continue to innovate content, methods and comprehensively improve the quality of the Front's activities in an effective and practical direction. Along with that, clearly forming a "two-way" information channel in propaganda, mobilization, gathering and receiving, listening, responding to opinions and recommendations of all classes of people; focusing on building a "Self-governed, united, prosperous, happy" residential area associated with the Community Digital Technology Team built by the government; promoting the strength of the great national unity bloc; promoting campaigns and patriotic emulation movements; perform well the task of representing and protecting the legitimate and legal rights and interests of the people. At the same time, promote democracy, conduct social supervision and criticism, prevent corruption, waste and negativity, participate in Party building, build a clean and strong government, contributing to Nghe An becoming a fairly developed province of the country by 2030, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An.

Chairman of the Provincial People's Committee Le Hong Vinh said that the report needs to clarify the roles and responsibilities of each member organization; improve the quality of monitoring and social criticism activities; and propose goals and solutions that need to be more specific and clear.

Standing Vice Chairman of the Provincial People's Committee Bui Thanh An said that the implementation results of the 5 socio-political organizations that have just merged into the Vietnam Fatherland Front Committee should be included in the report to be consistent with reality.

Discussing and contributing ideas to the content of the 16th Provincial Fatherland Front Congress, term 2025 - 2030, delegates said that it is necessary to add some characteristics of the situation, some results of digital transformation application in the past time, and some content to the lessons learned section.

Chairwoman of the Provincial Fatherland Front Committee Vo Thi Minh Sinh received and explained some opinions of delegates to complete the contents to ensure feasibility and compliance with regulations.

In the specific target section, it is necessary to consider including appropriate targets; at the same time, express concerns about feasibility and propose to reconsider the target: In the 2025 - 2030 term, the Fatherland Front Committees at all levels strive to mobilize 6,000 billion VND from social resources, of which the source to support the poor, relief, support for vulnerable groups and social security is about 3,000 billion VND. Targets No. 4 and No. 5 both set the target of directing each residential area to have at least 01 typical project or work each year, so these 02 targets should be combined; propose to consider including targets related to giving gifts and building houses for poor households in the list of key targets because this is a regular, daily task, which has been and is being implemented at 100%. After listening to the reports and opinions of the delegates, Secretary of the Provincial Party Committee Nguyen Duc Trung requested that first of all, the Provincial Fatherland Front Committee fully and seriously absorb the opinions of the delegates, review the contents to complete the draft political report in a concise spirit, accurately reflecting the current reality; clarify the implementation of building the great solidarity bloc, patriotic emulation movements, and the movement to eliminate hunger and reduce poverty with the contributions of this force. Combined with the assessment of the past term, after 01 year of implementing the streamlining of the apparatus, it is necessary to review the content of the sentences clearly and coherently, ensuring that they closely follow the spirit of the Central Committee and reality.

The results evaluation section needs to review and clarify the results achieved, clearly analyze the existence, limitations, objective and subjective causes; lessons learned, and supplement elements to clarify the results of the past time.

Regarding the direction, goals, and action program for 2025 - 2030, it is necessary to review and re-evaluate the goals and targets, especially specific targets; it is necessary to set out specific targets but must determine feasibility and substance, avoid formality, avoid duplication between targets, "it is necessary to determine the content of the targets, review very carefully, and include truly substantive targets" - the Provincial Party Secretary emphasized. 

Regarding the action program, the contents of the draft report are basically consistent, however, it is possible to consider separating the action program on "Promoting propaganda, mobilization, gathering people of all walks of life, strengthening social consensus, promoting the strength of the great national unity bloc" into two separate ideas on propaganda and mobilization work and promoting the strength of the great national unity bloc. The Provincial Party Secretary suggested that it is necessary to inherit the achieved results, promote the highest spirit of solidarity and political determination to implement; determine innovation and comprehensive leadership methods of the Standing Committee to build the Fatherland Front and socio-political organizations in the spirit of being both concise but effective and efficient.
