Deputy Spokesperson of the Ministry of Foreign Affairs Doan Khac Viet emphasized, "We are very disappointed that despite our full presence in Vietnam and our long-term, comprehensive cooperation with Vietnamese ministries and agencies, the separate reports of the United Nations agencies in Vietnam under the Universal Periodic Review (UPR) cycle IV contain many untrue and unverified contents, along with many assessments that are not objective, unbalanced, and do not accurately and fully reflect the situation, efforts and achievements of Vietnam in protecting and promoting human rights.

Over the past time, the process of developing Vietnam's UPR National Report for the 4th cycle has been carried out seriously and comprehensively, with the full participation of relevant parties as well as United Nations agencies in Vietnam.

However, the separate reports of the United Nations agencies were not built in a transparent manner commensurate with Vietnam's goodwill in cooperation and the process of building the National Report, and completely failed to reflect the spirit and practice of cooperation between Vietnam and the United Nations, and the cooperation priorities that Vietnam and the United Nations development agencies agreed upon.

We believe that future cooperation activities between Vietnam and United Nations development agencies in Vietnam need to be implemented in accordance with the functions and tasks of relevant agencies and Vietnam's priorities."
