Ensuring the rights of participants when applying electronic health insurance cards

From June 1, 2025, the Social Insurance (SI) will stop issuing new paper health insurance cards and switch to using electronic health insurance on the VssID and VNeID applications, except in some special cases. This conversion requires ensuring that the rights of health insurance participants are not interrupted.

Talking to reporters about this content, Deputy Director of Social Insurance Region XXII ( Quang Nam province and Da Nang city) Le Van Tien said:

- Applying electronic health insurance is in accordance with the direction of Vietnam Social Security. To ensure that the rights of participants are not interrupted, the Social Security of Region XXII proactively and synchronously deploys many groups of solutions: The regional Social Security coordinates with the People's Committees of wards, communes, post offices and service organizations to promptly collect information, disseminate to people about the time to stop issuing paper health insurance cards and methods of using electronic health insurance. Information is transmitted through electronic information portal channels, zalo pages, fanpages of the regional Social Security, inter-district Social Security and grassroots communication systems.

At the dossier reception department of the Social Insurance agency and the transaction points of the collection service organization, officers and employees are assigned to directly guide participants to install the digital social insurance application (VssID), VNeID and guide them to use the image of the health insurance card on the VssID, VNeID application; citizen identification card for medical examination and treatment instead of the paper health insurance card.

At the same time, the regional Social Insurance coordinates with the Department of Health and medical examination and treatment facilities to synchronize the information authentication system, ensuring that people can use their citizen identification cards or the VssID application to look up health insurance card information right at the medical facility. The Social Insurance also coordinates to inspect and guide medical facilities to comply with regulations, not refusing to accept patients with valid card information but not carrying a paper card. In addition, the regional Social Insurance arranges hotlines and support points at inter-district Social Insurance to receive and quickly handle problems arising during the conversion process, ensuring that people's rights are not interrupted.

For the elderly, people living in rural areas, especially remote areas with difficult access to information technology, and children under 14 years old, how does the local Social Insurance plan to support these groups, sir?

- According to regulations, the Social Insurance still issues new paper health insurance cards in the following 3 cases to ensure that people can participate and use health services with the right benefits, including: unable to install VssID; unable to install VNeID; not having a citizen identification card with a chip. In addition, inter-district Social Insurance officials are deployed to areas with many elderly people or places where people have difficulty accessing technology to propagate, guide and provide technical support, helping people gradually get used to using digital applications.

How do you evaluate the impact of digitalizing health insurance cards in the current digital transformation phase of the social insurance industry?

- Firstly, the digitalization of health insurance cards contributes to promoting administrative reform, reducing cumbersome procedures such as eliminating the printing, issuance, and delivery of physical cards. People do not need to carry a lot of documents when going to see a doctor or get medical treatment, avoiding the situation of forgetting or losing the card. Moreover, the data is integrated and interconnected between sectors: social insurance - health - police, helping the procedures for re-issuance, adjustment, and information verification to take place quickly.

Second, improve the quality of health insurance examination and treatment. Medical examination and treatment facilities can scan citizen identification cards or look up information online to verify health insurance card information, shortening the reception time at the examination area. At the same time, create a premise for implementing electronic health records, electronic medical records, and converting from medical treatment to public health management.

Third, increase the initiative, transparency and convenience for people. People can proactively look up benefits, validity period, medical examination and treatment history through VssID or VNeID. In case of losing the phone or not installing the application, people can still use their citizen identification card instead of the paper health insurance card when examining and treating patients.

Digitizing health insurance cards is not only a technical solution but also a strategic step forward in terms of institutions and governance to create a modern, fair, transparent and people-oriented social insurance system, realizing the goal of building a service-oriented administration, smart healthcare, and sustainable digital social security.
