On the morning of June 4, continuing the meeting program, the National Assembly Standing Committee gave opinions on receiving, explaining, and revising the draft Law on Atomic Energy (amended).
Report on some major issues on explaining, accepting and revising the draft Law on Atomic Energy (amended) presented by Chairman of the Committee for Science , Technology and Environment Le Quang Huy clearly stated that it is related to state management of atomic energy (Article 8 of the draft Law after acceptance and revision), accepting the opinions of National Assembly deputies, the draft Law has revised the regulations on state management in this field, the national nuclear and radiation safety agency.

The Government assigns an agency to act as a focal point to assist in state management in the field of atomic energy (nuclear regulatory agency), ensuring compliance with the national political -administrative system and international practices.
The draft Law also stipulates that the nuclear regulatory agency must have a specialized agency (the national radiation and nuclear safety agency) that is responsible for and advises on and assists the state in managing radiation safety, nuclear safety and security, nuclear inspection and other functions and tasks as prescribed in this Law and other relevant laws; and is authorized to perform a number of specific tasks on radiation safety, nuclear safety and security when necessary.
This regulation ensures independence in accordance with the context of our country and the recommendations of the International Atomic Energy Agency (IAEA).
Chairman of the Law and Justice Committee Hoang Thanh Tung said that the focal agency assisting in state management in the field of atomic energy plays the role of a nuclear regulatory agency and must have a specialized agency to assist. Therefore, the provisions in the draft Law are consistent with international practice; at the same time, it is proposed not to specifically stipulate this content in the draft Law.
Regarding the consistency and synchronization of the draft Law with the legal system, the Standing Committee of the Science, Technology and Environment Committee asked for the opinion of the National Assembly Standing Committee on the option of not specifying in detail the content of the authority to decide on approving the investment policy of nuclear projects in this draft Law but to adjust it in the Investment Law.

Concluding the discussion, Vice Chairman of the National Assembly Le Minh Hoan requested the drafting agency to study and absorb the opinions of the National Assembly Standing Committee, the agency in charge of verification and National Assembly deputies.
Among them, ensuring the institutionalization and concretization of the Party's viewpoints and policies, especially Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW of the Politburo on international integration in the new situation; Resolution 66-NQ/TW of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution 68-NQ/TW of the Politburo on private economic development. At the same time, strictly implementing Regulation 178-QD/TW of the Politburo on controlling power and preventing and combating corruption and negativity in law-making; thoroughly reviewing legislative techniques; ensuring the consistency of the legal system.
The National Assembly Standing Committee also requested the Committee on Science, Technology and Environment to synthesize and fully absorb the opinions at the meeting on the following issues: implementation provisions; state management of atomic energy; transportation of radioactive fuel; import and export of radioactive materials and nuclear equipment; planning of locations for handling and burying radioactive waste and spent nuclear fuel; regulations related to nuclear power plants; compensation for radiation damage and nuclear damage in accordance with IAEA guidelines and the 1997 Vienna Convention./.
