Social insurance and life: Universal health insurance - a pillar of social security policy

Identifying social insurance (SI) and health insurance (HI) as one of the pillars of the social security system, contributing to ensuring political stability and economic development, in recent years, Nam Dinh province has taken appropriate steps and roadmap towards the goal of universal social insurance and health insurance, thereby creating opportunities for people to access, participate in, and enjoy policies, ensuring legitimate rights and interests.

Leaders of the Provincial Social Insurance Department presented health insurance and social insurance cards to people in difficult circumstances.

The provincial Social Insurance regularly develops propaganda and mobilization plans for units that have not participated or have not fully participated in social insurance and unemployment insurance (SI) for employees. In addition, the provincial Social Insurance strengthens propaganda of social insurance policies on social networking platforms such as Zalo, Facebook, Youtube; organizes livestream programs on social insurance and health insurance policies on the Facebook fanpage "BaohiemxahoitinhNamDinh". From 2018 to present, the fanpage has posted more than 1,000 news, articles, photos, videos, infographics with 1.5 million visits and followers. In addition, for many years, the provincial Social Insurance has coordinated to sign and develop propaganda plans with Nam Dinh Newspaper, the provincial Radio and Television Station to maintain columns and topics on propaganda in the insurance field. Every year, the provincial Social Insurance coordinates with the provincial Women's Union and the provincial Farmers' Association to organize conferences to propagate and dialogue on social insurance and health insurance policies for thousands of members of the city and districts; Coordinate with District and City Post Offices to organize hundreds of conferences on developing voluntary social insurance; coordinate with the Department of Health, Department of Education and Training, and related departments, branches, and localities in the province to promote the dissemination of regulations of the Law on Health Insurance for students.

In order to facilitate participants and timely beneficiaries of policies, the provincial Social Insurance has promoted administrative procedure reform and applied information technology in the activities of the sector. Implementing the Government's Project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030" (Project 06), the Provincial Party Committee and the Provincial People's Committee have directed relevant units to closely coordinate with the Provincial Police to focus on leading, directing and investing all optimal resources to implement the project. Accordingly, the provincial Social Insurance coordinates with the Department of Justice and relevant units to connect birth registration data and issue health insurance cards for children under 6 years old; update and supplement personal identification codes and citizen identification cards (CCCD) of participants in the database managed by Vietnam Social Insurance; Install, approve, and use the "VssID - Social Insurance Number" application to gradually use the CCCD card, the national electronic identification application (VNEID) to replace the paper health insurance card for health insurance examination and treatment. Up to now, the whole province has 284/284 health insurance examination and treatment facilities receiving patients for medical examination and treatment using CCCD cards; synchronized over 1.4 million CCCD card numbers with health insurance cards, reaching a rate of 88.16%; over 318 thousand people went to health insurance examination and treatment using CCCD cards recorded by the system. With synchronous solutions, by the end of April 2023, the whole province had 1,682,388 people participating in health insurance, reaching a coverage rate of 91.62% of the population.

Many localities in the province have had creative and effective ways to sustainably develop health insurance participants. Hai Hau district has built a model of "Women's saving groups to buy health insurance - for family health" with 832 groups in 34 communes and towns with over 11,000 members. Women's saving groups to buy health insurance were established with the number of members from 6-12 people, the savings contribution level is from 100,000-200,000 VND/person/month. From the effectiveness of the model "Women's saving groups to buy health insurance - for family health", the Women's Union at all levels in the district mobilized members and people to buy over 29,000 health insurance cards through the organization, thereby promoting the spirit of mutual love, mutual assistance in life, reducing the financial burden for families of women members in difficult circumstances when they are sick or ill. In Truc Ninh district, the district Social Insurance has done a good job of coordinating with functional agencies to manage subjects, fully and promptly resolving the regimes and policies of participating subjects; focusing on resolving backlogs, problems, proposals and recommendations on regimes and policies, creating trust of cadres, employees and people in social insurance, health insurance and unemployment insurance. The work of issuing social insurance books and health insurance cards has become a fundamental and long-term solution in managing, monitoring and implementing social insurance and health insurance regimes, ensuring accuracy and fairness in benefits for participants. Since the beginning of the year, Truc Ninh district Social Insurance has issued 743 social insurance books; newly issued and reissued 2,000 separate sheets recording the work process of social insurance and health insurance participants; issued and renewed 43,863 health insurance cards.

Mr. Tran Van Dung, Director of the Provincial Social Insurance, said: From July 1, 2023, the basic salary will be 1.8 million VND/month. The increase in the basic salary will affect the contribution and benefits for social insurance and health insurance participants. When the contribution increases, the benefits of social insurance and health insurance participants will also increase. Thus, from July 1, health insurance participants who go to medical examination and treatment in accordance with the provisions of the Law on Health Insurance with a one-time cost of less than 270,000 VND will be covered by health insurance. If all family members participate in health insurance, the contribution reduction will be implemented when all family members participate in the same fiscal year. The health insurance contribution rate for the first person is 4.5% multiplied by the basic salary (1.8 million VND) corresponding to 12 months is 972 thousand VND, the second person 70% is 680,400 VND, the third person 60% is 583,200 VND, the fourth person 50% is 486,000 VND, from the fifth person onwards is 388,800 VND... To effectively implement the goal of universal health insurance, in the coming time, the provincial Social Insurance will continue to promote propaganda and dissemination of social insurance, health insurance, and unemployment insurance policies to raise awareness and responsibility of agencies, units, businesses and people. Pay attention to improving the quality of medical services, helping people enjoy health care services. Continue to strictly implement the appraisal process in health insurance examination and treatment, ensuring the correct policies, the right subjects and benefits for participants when examining and treating at medical facilities./.
