Nam Dinh City focuses on speeding up the progress of eliminating temporary and dilapidated houses.

Implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide" launched by the Prime Minister, in recent times, Nam Dinh city has had many creative ways, mobilizing many resources to achieve the goal of eliminating temporary and dilapidated houses for poor and near-poor households and people with revolutionary contributions.

In order to effectively implement and soon complete the program to eliminate temporary and dilapidated houses for poor, near-poor households and households with housing difficulties, the Standing Committee of Nam Dinh City Party Committee issued Directive No. 20-CT/TU dated January 2, 2025 on strengthening leadership and direction in implementing support for eliminating temporary and dilapidated houses in Nam Dinh city; The City People's Committee issued Plan No. 14/KH-UBND dated February 7, 2025 on implementing the elimination of temporary and dilapidated houses in Nam Dinh city, directing functional branches, wards and communes to review, start construction, repair and eliminate temporary and dilapidated houses in the area, step up propaganda and mobilize businesses, organizations and individuals to actively participate in contributing and supporting the program. According to statistics and reviews at the beginning of 2025, there are 82 poor and near-poor households in the city with housing difficulties that need support and have been approved by the Provincial People's Committee for support according to Decision 709/QD-UBND. Of which, 29 households built new houses, each household received support of 60 million VND; 53 households repaired houses, each household received support of 30 million VND. With serious, public, transparent and targeted implementation, along with high determination, the program to eliminate temporary and dilapidated houses in the city has achieved important results. From the beginning of March 2025 to now, wards and communes have organized construction and repair of dilapidated houses for poor and near-poor households. As of April 25, the city has completed and handed over 15 houses, including: 1 new house and 14 repaired houses. Currently, 56 houses have been constructed, including: 28 new houses, 28 houses repaired. In May 2025, wards and communes plan to start repairing 4 houses, striving to complete on schedule.

In the implementation of removing temporary and dilapidated houses, due to the limited support level, to ensure the quality of the repair works to better meet the needs of the people, the Steering Committee for removing temporary and dilapidated houses in wards and communes has mobilized associations, unions, villagers and relatives to join hands to support the relocation of temporary and dilapidated houses; transporting materials... to save costs, ensuring the house is completed and spacious according to the "3 hard" criteria. The family of Mrs. Bui Thi Hoat, in Truong Thi ward, is busy these days to implement the house of their dreams. Mrs. Hoat said: The previous level 4 house was dilapidated, every time it rained, the inside of the house was as wet as the yard. With some support from the government and support from her siblings, her family was determined to build a new house, which was completed in May. This new house is much better than the previous one, and she and her family will no longer have to worry about where to stay when it rains or is windy.

In addition to the advantages, the Program to eliminate temporary and dilapidated houses also faces many obstacles; in which, the funding source has not been provided in a timely manner. Some cases have arisen because when implementing the repair work, the houses are more seriously degraded (according to the criteria for temporary and dilapidated houses stipulated in Decision No. 55/QD-BXD dated January 20, 2025 of the Ministry of Construction ) and need to be newly built, so it is necessary to request to supplement and adjust from repair to new construction. Some households, due to practical needs and subjective, objective reasons or other reasons (having sold their house, being treated for a serious illness, not having the need to use the house because their children and grandchildren have come to live with them...), request to adjust from new construction to repair or request to stop receiving support. In the list of 82 households approved for support, 12 households submitted a request to withdraw from receiving support; 5 households added new construction and repair. Thus, up to now, Nam Dinh city has 75 households in need of support to build new and repair houses.

The program to eliminate temporary and dilapidated houses is one of the major policies of the Party and State to ensure social security and help poor and near-poor households have solid housing, work with peace of mind, increase income and escape poverty sustainably. With the determination of the entire political system and the consensus and response of the people, the program to eliminate temporary and dilapidated houses in Nam Dinh city is being implemented quickly and effectively according to the motto "Millions of loving hearts - Thousands of happy roofs", "no one is left behind". In the coming time, the city will continue to mobilize and socialize to create more resources to support the construction and repair of new houses for poor and near-poor households, helping them settle down and have more motivation to improve their lives.
