The province has two dike lines, including the Red River dike and the Luoc River dike, with a total length of more than 79.7km. To ensure the safety of the dikes and embankments during the flood season, the provincial Department of Agriculture and Rural Development has directed relevant units to coordinate with localities with dike lines to develop safety plans and proactively repair dikes, embankments, and culverts.
On the dike line of the Red River and Luoc River through the province, there are currently systems and auxiliary works including: 14 culverts across the dike, 15 revetments, bank protection, and welded groynes with a total length of more than 26.9km; 3 border gates across the dike; 60 dike watch points; 21 warehouses and storage areas for flood and storm prevention and control; 45 pressure-reducing wells.
In 2023, there were 3 dike incidents on the dike routes. In particular, due to the influence of bad geological foundations, and from September 11 to 14, 2023, there was heavy and very heavy rain causing the consolidation of the dike slope to decrease, causing instability leading to dike slope landslides at locations K83+370 - K83+400 of the Red River dike, Phi Liet village, Lien Nghia commune (Van Giang). The Provincial People's Committee has announced an emergency situation regarding natural disasters and provided funding for units and localities to organize handling. Due to the impact of rains and floods in 2023, the Dong Thien embankment (Tien Lu) has subsidence and landslides at locations C51-C61 corresponding to K1+500 - K1+720 of the Luoc River dike, with a length of about 320m. Also due to the impact of the rains and floods in 2023, the Nguyen Hoa embankment (Phu Cu) at the corresponding location K20+030 of the left dike of the Luoc River had a landslide that encroached deep into the people's cultivated land, causing landslides in part of the downstream embankment.
Through the assessment of the current status of the dikes by the Department of Agriculture and Rural Development, the province's dikes have 13 key areas that need special attention in flood and storm prevention and control. 31 locations have had extrusion and efflorescence; of which 15 locations have been treated, currently 16 locations need to monitor extrusion and efflorescence when there is a flood. 19 locations have seepage and leakage; of which 17 locations have been treated and repaired, 2 locations need to be monitored when there is a flood. The total length of the existing embankments is more than 26.9km, of which 0.62km of embankment has landslides and needs to be repaired; 0.238km of embankment has landslides and needs to be monitored and 0.485km of embankment is under construction or is being prepared for construction. Of the total 14 culverts across the dike, 4 culverts need to be repaired.
Along with directing units and localities to speed up the construction progress of repair, upgrade and incident handling projects on dikes such as: Dong Thien embankment subsidence and landslide incident (Tien Lu); Nguyen Hoa embankment landslide (Phu Cu); project to renovate and upgrade the Red River left dike from K117+900 to K127+000... The Provincial Steering Committee for Disaster Prevention, Control and Search and Rescue (PCTT and TKCN) has built 3 key points of the province to monitor and have a response plan during storms and floods, including: Plan to protect sluices when there is high flood at Lien Khe sluice (Khoai Chau), location K101+200, Red River left dike; plan to prevent landslides of Phu Hung Cuong embankment and back dike ( Hung Yen city), corresponding locations K114+000-K121+500, Red River left dike; culvert protection plan in case of high flood at Trieu Duong Pumping Station, location K4+475, left dike of Luoc River (Tien Lu). Along with that, the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue directed units and localities to build 12 key points at the district level.
Comrade Do Minh Tuan, Director of the Department of Agriculture and Rural Development, Deputy Head of the Provincial Steering Committee for Disaster Prevention and Control, said: In addition to the State's reserve materials in warehouses near the dike, including reserve soil available on the dike; localities need to have a plan to reserve materials among the people to meet the requirements of key handling and dike protection along the entire province. For each kilometer of dike, prepare 50 fresh bamboo trees, have a specific coordination plan with each household that has bamboo so that it can be mobilized immediately when needed. Families with wells near the dike must prepare yellow sand, sacks, and broken bricks to be ready to handle when an incident occurs. In communes along the dike, each household prepares a number of tools such as: spades, hoes, shovels, shoulder poles, 2 sacks and soil to pack into the sacks. Localities develop plans to prepare means of transport by water and road such as: trucks, ships, boats, barges, excavators, bicycles and other machines and equipment according to the characteristics of each locality. The Steering Committee for Disaster Prevention and Control and Search and Rescue of districts, towns and cities develop plans to evacuate and protect people in flood and riverbank areas under the management of the district and city to safe places during floods and storms in 2024 according to the "4 on-site" motto with some basic contents such as: Only maintain the floodplain at the permitted level, do not let it suddenly break; proactively evacuate and protect people to safe places when bad situations (floods, storms, etc.) occur; have plans for people to prepare boats, rafts, and suitable means of evacuation in a timely and safe manner; mention all the most unfavorable situations for rescue, relief, and evacuation of people to safe places; specifically count the number of people and accompanying assets of the people to prepare means and the "4 on-site" motto in a reasonable manner; have specific locations and areas for the people to be relocated to ensure food and accommodation; have specific measures to ensure security and order, absolute safety of people's lives and assets; assign and assign specific responsibilities to members of the command committee for command and implementation.
