Protection, regeneration and sustainable development of aquatic resources

Over the years, the Department of Fisheries has proactively coordinated with relevant units to implement many solutions to protect, regenerate and restore aquatic resources. Thereby, it not only contributes to maintaining the balance of the ecosystem but also creates livelihoods and brings economic efficiency to the people.

Monitoring water levels, environment, weather developments... is one of the solutions that the Department of Fisheries focuses on to protect and develop aquatic resources.

Hoa Binh Lake has a water surface area of about 8,900 hectares, which is a favorable condition for developing tourism as well as aquaculture. In fact, in recent years, fishing and aquaculture have brought stable income to thousands of households in the lake area. However, in the past, if you go upstream from Thung Nai commune to Vay Nua, Tien Phong, it is not difficult to see the people's light nets placed on the lake surface. Many light nets use very small meshes to catch most types of small fish. In addition, people also use other illegal fishing tools such as electric shock, octagonal nets... This is considered one of the reasons leading to the overexploitation of natural fish.

Vay Nua is a commune in the highland district of Da Bac, with over 1,600 hectares of water surface, with 6/8 hamlets bordering the Da River reservoir. Most households here make a living by exploiting aquatic resources in the lake. However, at times, most hamlets bordering the lake have people using electric shock to catch fish. With that reality, not only is it a problem of destructive exploitation, but fatal accidents due to electric shock are also inevitable.

According to comrade Dang Thi Duyen, Deputy Head of the Fisheries Sub-Department, in addition to the poor compliance with regulations of some people and the use of prohibited fishing gear, the work of protecting aquatic resources also faces some difficulties such as large areas, many irregular fishing boats, fishing often takes place at night, making it difficult to control...

Faced with that reality, in order to promote aquaculture development on Hoa Binh Lake, the province issued Resolution No. 12-NQ/TU, dated June 13, 2014 of the Provincial Party Standing Committee on the development of cage and raft fish farming in the Hoa Binh hydroelectric lake area in the period of 2014 - 2020; Decision No. 10/QD-UBND, dated April 27, 2015 of the Provincial People's Committee on stipulating a number of policies to support and encourage the development of cage fish farming in the Hoa Binh hydroelectric lake area in the period of 2015 - 2020; Decision No. 1354/QD-UBND, dated July 5, 2021 of the Provincial People's Committee promulgating the Action Plan to implement Decision No. 339/QD-TTg, dated March 11, 2021 of the Prime Minister on the strategy for fisheries development to 2030, with a vision to 2045 in Hoa Binh province...

Specifically, localities have promoted the development of cage fish in large water bodies, raising specialty aquatic products in ponds and lakes in the direction of restructuring the fisheries sector. The whole province currently has nearly 2,700 hectares of aquaculture; the number of fish cages on Hoa Binh hydropower reservoir has grown rapidly, from 1,700 cages (in 2014) to nearly 5,000 cages now. Aquatic product output in the first 6 months of 2024 is estimated at over 6,000 tons. Facilities and households have produced and raised over 100 million aquatic breeds, reaching 66.66% of the set plan.

At the same time, the industry has consulted and implemented synchronously and effectively solutions on aquaculture management and disease prevention; monitored weather developments, water levels of ponds, lakes, rivers and streams, especially in the Da River reservoir area, updated information from the Northern Center for Environmental Monitoring and Aquatic Diseases, thereby recommending people to promptly implement measures to care for, prevent and control diseases for aquaculture. Strengthened management of cage farming in the province. At the same time, coordinated with localities and functional sectors to continue to monitor and grasp the situation of aquaculture exploitation activities (KTTS), organize and manage KTTS activities in the direction of reducing exploitation output, increasing aquaculture output... In particular, the industry focused on doing a good job of inspecting KTTS activities in the Da River reservoir area to promptly grasp the situation, contributing to protecting, regenerating and sustainably developing aquatic resources.

Most recently, on May 22-24, the Department of Fisheries established a team to inspect fishing activities in the Da River Lake area, focusing on seasonal fishing activities of organizations and individuals; inspecting fishing boats and gear, fishing products; and conditions to ensure safety in fishing. The inspection showed that fishing households basically complied relatively well with the provisions of the law in fishing activities. "However, based on the actual situation, the team recommended that the Department of Agriculture and Rural Development repair damaged fishing prohibition signs in the area of fish spawning grounds; release fish fry to replenish aquatic resources; equip the Department of Fisheries with specialized vehicles to proactively carry out inspection and control work on the lake..." - Ms. Dang Thi Duyen added.
