On July 3, in Hanoi, the Central Military Commission held its 6th Conference to evaluate the results of leadership in implementing military and defense tasks and building the Army Party Committee in the first 6 months of the year; and deploy key tasks for the last 6 months of the year.
General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission chaired the Conference.
Attending the Conference were Politburo members, members of the Central Military Commission: President Vo Van Thuong; Prime Minister Pham Minh Chinh; Politburo members: Standing member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai; Head of the Central Inspection Commission Tran Cam Tu; Party Central Committee Secretaries: Head of the Central Mass Mobilization Commission Bui Thi Minh Hoai; Chief of the Party Central Office Le Minh Hung; leaders of Party committees; Central Military Commission members, Chief of National Defense, Chief of the General Staff, and General Department of Politics.
General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the Conference.
Opening the Conference, General Phan Van Giang announced the Politburo's Decision on appointing President Vo Van Thuong to join the Central Military Commission Standing Committee for the 2020-2025 term.
The conference assessed that in the first 6 months of this year, the Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels led and directed the entire army to unite, overcome difficulties, and comprehensively complete tasks, with many tasks completed well.
Notably, the Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels have proactively studied and correctly assessed the situation, advised the Party and State to effectively handle situations, avoided being passive or surprised, and firmly protected the territorial sovereignty of the Fatherland.
Military units continue to affirm their core role in building all-people national defense, all-people national defense posture associated with people's security posture, "people's hearts posture" and solid defense areas; are the main force in civil defense, prevention, response to incidents, natural disasters, catastrophes and search and rescue.
The Central Military Commission and the Ministry of National Defense focused on leading and directing the synchronous and drastic implementation of the "Year of Adjusting the Force Organization" according to the Resolutions of the Politburo, the Central Military Commission and the Plan of the Ministry of National Defense; seriously implementing the resolutions of the Central Military Commission on training, education and training. The regular order, building a comprehensively strong "Exemplary Model" unit and enforcing discipline have many progressive changes.
Regarding Party building, Party committees and units have carried out many effective solutions in a synchronous manner, contributing to building a strong Army Party organization in terms of politics, ideology, ethics, organization and personnel. The work of Party building and rectification and building a clean and strong political system has been carried out seriously and practically.
The units organized the study of the book "Resolutely and persistently fight against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong.
Party committees and organizations at all levels are consolidated in accordance with the policy of adjusting the organization and new staff; strictly comply with organizational principles, discipline, party activities and working regulations, and regulations on leadership of important aspects of work.
Party inspection, supervision and discipline work has been strengthened; inspections of pending cases and cases with signs of violations at some Party committees of agencies and units have been carried out strictly, seriously and in accordance with regulations; strict and timely handling of violating groups and individuals has been carried out, contributing to educating, deterring, preventing violations, and strictly maintaining discipline and order of the Party and the Army.
The conference identified a number of key tasks to focus on implementing in the last 6 months of the year.
The Central Military Commission and the Ministry of National Defense need to continue to focus on leading the entire army to proactively grasp the situation, actively advise the Party and State on the correct and accurate tasks and solutions to firmly protect the Fatherland in all situations, and avoid being passive or surprised.

Speaking at the Conference, General Secretary Nguyen Phu Trong emphasized the good deeds and lessons learned in the first 6 months of the year and asked the Central Military Commission and the Ministry of National Defense to focus on leading and directing the implementation of key tasks in the last 6 months of the year.
The General Secretary stated that over the past 6 months, the Central Military Commission and the Ministry of National Defense have performed well their strategic advisory functions on national defense, avoiding passivity and surprise.
At the same time, the Central Military Commission and the Ministry of National Defense advised and guided the summary of 10 years of implementing Resolution 8 of the 11th Central Committee on the Strategy for National Defense in the new situation, so that the Central Executive Committee could evaluate and draw lessons for the following years.
The entire army has played a key role in building a national defense; the people's position has been increasingly consolidated. Units throughout the army have strictly maintained combat readiness; conducted training exercises; and carried out logistics and technical support well, gradually securing a number of modern equipment and weapons to meet new requirements.
Foreign affairs are promoted, handling situations harmoniously, flexibly and effectively according to the motto of protecting the Fatherland from afar and early on.
Party building work is carried out in a systematic and methodical manner, especially combining the implementation of Resolution 4 of the 12th Central Committee and Conclusion 21 of the 13th Party Congress with studying and following Ho Chi Minh's ideology, morality and lifestyle.
Regarding the key tasks in the coming time, the General Secretary emphasized that the Central Military Commission and the Ministry of National Defense need to continue to focus on leading the entire army to proactively grasp the situation, actively advise the Party and State on the right tasks and solutions to firmly protect the Fatherland in all situations, and avoid being passive or surprised.
The entire army continues to uphold the spirit of proactiveness in all plans, successfully complete training tasks, be ready to fight, respond to natural disasters, rescue, and protect people's property; actively participate in building a strong national defense. Units need to regularly ensure technical logistics, develop the defense industry in a modern direction; proactively improve the effectiveness of diplomacy and defense foreign affairs.
The General Secretary emphasized that in recent years, the Party Committee of the Army has done a good job in Party building. In the coming time, it must do even better, paying attention to building a team of cadres who are strong enough, virtuous enough, talented enough, dare to think, dare to speak, dare to do, dare to make breakthroughs, dare to take responsibility, and dare to sacrifice for the common good.
Party committees and leaders must set an example for their subordinates; commanders must be exemplary and model examples. Units need to do better in mass mobilization work, participate in preventing and fighting natural disasters, epidemics, and rescue.
The General Secretary noted that the Military Commission and the Ministry of National Defense need to prepare well in all aspects to celebrate major holidays in 2024, including the 70th anniversary of the historic Dien Bien Phu Victory; the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day.
