Arrested Chairman of Bac Giang Urban Management Company

On May 8, Bac Giang Provincial Police announced that they had issued a decision to prosecute and temporarily detain three leaders of Bac Giang Urban Construction Management Joint Stock Company, all for the crime of abusing their positions and powers while performing official duties.

The defendants are: Ngo Duy Luong (50 years old), Chairman of the Board of Directors; Nguyen Thi Huong (40 years old), Vice Chairman of the Board of Directors; and Do Van Hoai (58 years old), Director.

Investigation results show that Bac Giang Urban Construction Management Joint Stock Company operates as a joint stock enterprise with a charter capital of over 10.5 billion VND. Of which, the State holds 65% of the capital.

Bac Giang Urban Works Management Joint Stock Company's main business lines are urban public services: collection, transportation, and treatment of domestic waste; management and care of urban green tree systems, flower gardens, parks, flower beds, and lawns; management and operation of public lighting systems; management and operation of urban drainage systems; management and operation of city people's cemeteries.

Along with that are funeral, burial and cremation services; passenger and cargo transportation by car under contract; design consultancy, technical and economic reports on urban infrastructure works; and parking in parks.

From 2023 to 2025, the three defendants, who were company leaders, directed the creation of fake cash disbursement documents with huge amounts of money such as: support for officers and employees, rewards, car rentals, etc.

This behavior caused damage to the State's interests of billions of dong, and at the same time damaged the interests of shareholders and employees in the company.
