Hospital increases surveillance cameras at security 'hot spots'

Hospitals need to increase surveillance cameras at key locations; at the same time, reform administration and reduce risk factors for conflict.

On May 12, Deputy Minister of Health Tran Van Thuan sent an official dispatch to health departments, hospitals, and health departments of ministries and sectors requesting them to strengthen security and safety for patients and medical staff. In particular, the Ministry of Health requested heads of units to urgently review, consolidate and fully implement measures to ensure security and order in hospitals (according to regulations in Article 114 of the Law on Medical Examination and Treatment 2023). Proactively develop plans to prevent and respond to situations of disturbance and assault on medical staff.

The Ministry of Health also requested hospitals to urgently review, install and maintain security camera systems in key areas such as the Examination Department, Emergency Department, duty rooms, administrative corridors, hospital entrances... Increase security personnel, arrange 24/7 duty at key locations, ensuring proactiveness in handling situations.

At the same time, closely coordinate with police agencies and local authorities, proactively exchange information, coordinate to strictly handle violations of the law related to hospital security and safety. Regularly assess the situation, promptly propose support measures from functional forces. Well implement the coordination regulations between the Ministry of Public Security and the Ministry of Health on ensuring security and order in the medical field .

Reducing the risk of conflict in hospitals

In the dispatch sent to health departments and hospitals, the leaders of the Ministry of Health also noted that units need to review the procedures for receiving and handling emergency cases, medical examination procedures and regulations on providing and exchanging information with patients and their relatives during medical examination and treatment according to current regulations.

Strengthening the application of information technology in medical examination and treatment management, especially effectively implementing electronic medical records, online medical examination registration, and examination by time frame to reduce waiting time, avoid overload, and reduce the risk of conflict.

Units regularly organize training for medical staff on communication skills and situation handling; resolutely and strictly handle violations of professional regulations, regulations on professional ethics and codes of conduct.

The Ministry of Health noted that these are key, regular tasks to ensure a safe, civilized, and friendly medical examination and treatment environment for patients and medical staff.

Previously, from the beginning of 2025 until now, there have been 3 consecutive attacks on medical staff at: Chu Se District Medical Center, Gia Lai; Thanh Ba District Medical Center, Phu Tho province and Nam Dinh Provincial General Hospital.

The above incidents seriously affect medical examination and treatment; affect the spirit, health and threaten the lives of doctors and medical staff.
