On the afternoon of November 4, at the group discussion session on the draft Document to be submitted to the 14th National Congress of the Party, Minister of Health Dao Hong Lan gave her comments on the draft Political Report.
Through studying the draft Political Report as well as the draft documents submitted to the 14th National Party Congress, the Minister of Health said he was interested in page 32, section 8 on sustainable social management and ensuring progress, social justice, and caring for people's lives.
According to the Minister of Health , in recent times, the care for the health sector has received great attention from the Party Central Committee, the National Assembly, the Government and ministries and branches. In particular, most recently, the Politburo issued Resolution No. 72-NQ/TW dated September 9, 2025 "On a number of breakthrough solutions to strengthen the protection, care and improvement of people's health."
Ms. Lan affirmed that Resolution No. 72-NQ/TW expressed a progressive and social justice viewpoint associated with a roadmap to care for people's lives; it expressed very specific content, which is: implementing a policy of free hospital fees for all people. However, in the draft document on page 32 of the Political Report, it is stated that "basically free hospital fees for all people."
Therefore, Minister Dao Hong Lan proposed to adjust it in accordance with the spirit of Resolution No. 72-NQ/TW, which is: "By 2030, people will be exempted from hospital fees at the basic level within the scope of health insurance benefits according to the roadmap."
The Minister of Health emphasized that this is a very large policy and has an impact and influence on more than 100 million people. Along with that, this policy shows that people enjoy the fruits of socio-economic development, at the same time, the implementation also needs to consider feasibility and resources, including budget resources as well as health insurance funds. Therefore, when drafting Resolution No. 72-NQ/TW, the Politburo considered very carefully, including the roadmap, methods and scope of implementation.
The Minister of Health also emphasized that such adjustments will facilitate the implementation process, without any "mismatch" between Resolution No. 72-NQ/TW and the draft document submitted to the 14th National Party Congress./.
