Billboard doesn't just use album sales to determine its list. Beyoncé 's 2013 album ushered in a new era for visual albums, which the prestigious music channel Billboard credited as a major factor in her landing the top spot.
After the top 3 - all female artists, this list features 14 male artists and boy bands.
Taylor Swift holds the 2nd position
Only two groups made the list: BTS (South Korea) at number 19 and One Direction (UK) at number 22. The list also featured many rap artists: Kanye West, Eminem, Lil Wayne, Jay-Z, Nicki Minaj, Bad Bunny, Drake.
Last week, Justin Bieber's wife Hailey Bieber was furious that Justin's ranking at number 8, along with a tribute praising his "unique presence," was unworthy of her husband. "Billboard is a joke as usual!" Hailey wrote under the post announcing her husband's position on the list.
Perhaps Justin Bieber should be grateful he made the list. Because Pnk, the biggest pop star to Australian audiences this century, is still not on the list of the 25 greatest pop stars of the 21st century.
3rd place belongs to Rihanna
Christina Aguilera, Dua Lipa, Kendrick Lamar and Jennifer Lopez were among the other stars who had to settle for not making the top 25.
