Provincial Social Insurance organizes training for commune-level officials and civil servants after rearrangement

Attending the provincial Social Insurance bridge point were leaders of the provincial Social Insurance; representatives of the Department of Home Affairs, Department of Finance, Department of Health; People's Committees of communes, wards, and special zones; officials and civil servants in charge of social insurance and health insurance work at the cultural - social departments, economic - infrastructure departments of the People's Committees at the commune level; public administration centers at the provincial and commune levels; and representatives of collection service organizations.

At the conference, delegates were informed by the provincial Social Insurance reporter about some new points in the Law on Social Insurance (amended), the Law on amending and supplementing a number of articles of the Law on Health Insurance, the key contents on the responsibilities of the People's Committee at the commune level in state management and organization of implementation of policies and laws on social insurance and health insurance; the specific roles, functions and tasks of each department under the People's Committee at the commune level in implementing social security policies.

The conference also introduced a number of new points that will take effect in the Law on Social Insurance (amended), the Law amending and supplementing a number of articles of the Law on Health Insurance from July 1, 2025, such as: Regulations on social pension benefits, expanding the scope of compulsory social insurance participation for business owners and cooperative managers, increasing sanctions for late payment or evasion of social insurance and health insurance, and the process of payment and settlement of support funds. At the same time, delegates were also instructed on the management of collection and development of participants; implementation of social insurance, unemployment insurance and health insurance regimes; the process of receiving and returning administrative procedure results; skills in propaganda, consultation and support for people on social insurance and health insurance policies.

The representative of the Department of Health presented regulations on initial medical examination and treatment registration at medical facilities in the province.

During the training, representatives of the Department of Home Affairs, Department of Finance and Department of Health shared and supplemented information on the management of domestic workers; responsibilities for managing subjects under the Department of Culture and Social Affairs at the commune level; policies and regimes for the standing militia force; procedures for estimating, paying and settling social insurance and regulations on converting health insurance cards in the two-level local government model...

At the connecting points, many delegates raised difficulties and problems in statistics, assigning targets, developing social insurance and health insurance participants; propaganda and mobilization work for people to participate; as well as the issue of initial medical examination and treatment registration after merging localities... All the recommendations were specifically answered and given detailed instructions by the provincial Social Insurance and related departments and branches.

Through the training conference, commune-level cadres, civil servants and public employees raised their awareness, updated their knowledge and skills to perform their tasks; contributing to enhancing the effectiveness of management, direction and implementation of social security policies at the grassroots level.
