On December 16th, Tran Luu Quang, Secretary of the Central Committee of the Communist Party of Vietnam and Secretary of the Ho Chi Minh City Party Committee, along with delegates from Constituency No. 12 of the 15th Ho Chi Minh City National Assembly Delegation, met with voters in Dong Hoa Ward, Ho Chi Minh City.
Ho Chi Minh City Party Secretary Tran Luu Quang acknowledged and highly appreciated the heartfelt, responsible, and constructive opinions of the voters; emphasizing that all voter suggestions will be compiled and forwarded to the competent authorities for consideration and response in accordance with regulations, and the resolution process will be monitored, inspected, and supervised to ensure that matters within their jurisdiction are implemented seriously and effectively.
He hoped that voters would continue to share and support the government during this current transitional period; affirming that with the determination of the Central Government, the city, and local authorities, existing shortcomings and limitations will be gradually overcome, aiming to build a service-oriented administration that better meets the legitimate needs of citizens and businesses.
During the meeting, voter Vu Duc Can (Dong Hoa 2 neighborhood, Dong Hoa ward) highly appreciated the activities of the Ho Chi Minh City National Assembly Delegation, noting that the delegates regularly maintain close contact with the grassroots, promptly receiving and responding to voters' suggestions.
Voters acknowledged that local authorities had proactively organized various forms of dialogue, contributing to creating consensus among the people.
Regarding the implementation of the two-tiered local government model, voters believe that the initial phase was difficult, but it has now basically stabilized and facilitated citizens in carrying out administrative procedures related to land, taxes, insurance, and residency.
Voters have requested a continued review and reorganization of the size of residential areas and neighborhoods to better reflect the actual population; and attention to the planning and utilization of old lakes and quarries in the Ho Chi Minh City National University area, focusing on developing public spaces, ensuring safety, and avoiding resource waste.
Voter Nguyen Thu Hai (Tan Dong Hiep ward) suggested that the city pay attention to investing in the second phase of the Ho Lang Revolutionary Historical Relic Site, as the first phase's facilities have deteriorated. Effective investment and exploitation of the relic site will contribute to traditional education and local tourism development.
Voter Tran Thi Quynh Mai (Di An ward) raised several issues in the implementation of the Land Law, especially regarding the subdivision of residential land plots with family origins; she suggested considering a more flexible mechanism; reviewing the land use fee rates and simplifying the procedures for confirming financial obligations when issuing land use right certificates.
Ms. Nguyen Thi Ngoc Xuan, Deputy Head of the Standing Delegation of the Ho Chi Minh City National Assembly Delegation, 15th term, stated that the city's National Assembly delegation currently has 46 delegates, making it the largest delegation in the country in terms of the number of delegates.
Following the reorganization, the Ho Chi Minh City National Assembly delegation quickly stabilized its structure and implemented its planned oversight programs, focusing on the two-tiered urban government model, the handling of administrative procedures, and coordinating research and proposing amendments and additions to Resolution No. 98/2023/QH15 of the National Assembly on special mechanisms and policies for Ho Chi Minh City.
At the 10th session of the 15th National Assembly, delegates participated in 257 group discussions and 168 plenary sessions. Many of these opinions were of high quality and were incorporated into the draft laws and resolutions, especially those related to specific mechanisms and policies for Ho Chi Minh City.
