Hanoi, the City for Peace, the “heart” of Vietnam, has just witnessed a historic event: the signing ceremony of the United Nations Convention against Cybercrime.

The convention's birth and opening for signature after a thorny journey has affirmed the international community's belief, will and shared responsibility towards a safe digital future for everyone.

The "sweet fruit" of solidarity

Representatives from nearly 70 countries and organizations signed the United Nations Convention against Cybercrime, also known as the Hanoi Convention, on the first day of signing. This result marked a historic turning point, opening a new era of global cooperation to join hands in building a safe, trustworthy, and transparent cyberspace for the sustainable development of humanity.

The signing ceremony on October 25 is an important milestone in the shared journey towards a safer digital world , said Ghada Waly, Executive Director of the United Nations Office on Drugs and Crime (UNODC).

To reap the above “sweet fruit”, the parties have gone through a long and challenging journey, with hundreds of hours of negotiations. Consisting of 9 chapters and 71 articles, the convention provides a comprehensive and inclusive approach in the fight against cybercrime globally. It includes many important contents such as criminalizing cybercrimes; obligations in establishing the authority to handle, investigate and adjudicate crimes; principles, forms and measures of international cooperation in crime prevention and control; forms of technical assistance and information exchange, etc.

According to UNDOC, the world is witnessing a worrying situation where cybercrime is bringing multinational corporations to their knees, wiping out small organizations and using developing countries as “testing grounds” for new attack technologies. However, limitations on national jurisdiction have created legal vacuums and fragmentation between countries in dealing with violations.

In that context, the Hanoi Convention creates a foundation for countries to eliminate legal “gray areas” and together promote solidarity in protecting cyberspace - the common property of all mankind.

UN Secretary-General Antonio Guterres stressed that by signing the Hanoi Convention, countries are together laying the foundation for a safe cyberspace that respects human rights and serves peace , security and prosperity for all. This is a powerful, legally binding instrument that strengthens the world's collective defense against cybercrime, is proof of the enduring power of multilateralism and is also a commitment that no country is alone in the fight against cybercrime.

Affirming the desire for peace

The fact that an important international convention has its name attached to the capital city of Hanoi clearly reflects the international community’s recognition and appreciation of Vietnam’s contributions in the development of this convention. From the negotiation process to the signing of the Hanoi Convention, Vietnam’s multilateral diplomatic imprints have been clearly marked.

As a peaceful, hospitable and dynamically developing city, Hanoi is an ideal meeting place for the international community to create the first step for an international document to ensure global cyber security.

At a joint press conference with UN Secretary-General Antonio Guterres on October 25, Prime Minister Pham Minh Chinh stated: The signing ceremony demonstrates the support and trust that the United Nations and other countries have placed in Vietnam. The presence of many international friends in Hanoi on this important occasion not only affirms Vietnam's prestige, role and position in the international arena, but more importantly, the sincere affection and love of friends for Vietnam.

The Prime Minister affirmed that this is the driving force for Vietnam to continue to promote its pioneering, proactive and creative spirit, and join hands with other countries to fight cybercrime, a new type of crime that has an impact on all aspects of human life.

The signing ceremony shows the support and trust that the United Nations and other countries have placed in Vietnam. The presence of many international friends in Hanoi on this important occasion not only affirms the prestige, role and position of Vietnam in the international arena, but more importantly, the sincere affection and love of friends for Vietnam.

After being opened for signature in Hanoi, the Convention will continue to be open for signature at the United Nations Headquarters in New York (USA) until December 31, 2026. The Convention will enter into force and become legally binding after 40 countries have deposited their instruments of ratification, acceptance, approval or accession.

Stressing that the Hanoi Convention is a historic opportunity, UN Secretary-General Antonio Guterres called on countries to seize and maximize the potential of this historic agreement to ensure that the digital age brings peace, security and prosperity to all humanity.

The signing ceremony of the Hanoi Convention is just the beginning of a long journey ahead with difficulties to overcome to effectively implement this agreement. The implementation of the Hanoi Convention requires countries to complete their domestic legal framework, prepare appropriate technological infrastructure and improve the quality of human resources. Vietnam will continue to work with other parties to write new pages in the process of global cooperation to combat cybercrime.
