Binh Dinh: A big step forward on the journey to realize the goal of universal social insurance and health insurance

The clock is almost 7 pm, for most people this is the time to rest and reunite around the family dinner table, but for Ms. Nguyen Thi Hoa, a social insurance and health insurance collection officer in Binh Dinh commune, this is the time when she and her team of collaborators are still going around the villages to propagate and mobilize people to participate in voluntary social insurance and family health insurance. Ms. Hoa shared: During the day, people often go to work and are not home, the early evening is the most suitable time for us to go to families to meet people. The social insurance and health insurance policies of the Party and State are very humane, however, to make people understand is a whole process that requires propagandists to have enough knowledge, skills, dedication, enthusiasm and responsibility for the job. For issues that people do not understand, we must patiently explain thoroughly. Only then will they feel secure and confident to participate.

“Meals away from home are a very normal thing for social insurance and health insurance collection staff and collaborators. To have more time to come to the people, we have to arrange our work reasonably; we also need the support of our families so that we can go to every alley, knock on every door, and bring humane policies to the people,” Ms. Hoa confided.

Both Nguyen Thi Tuoi and her husband in Cong Binh village are self-employed. Previously, she had heard about the voluntary social insurance policy but because she did not clearly understand the benefits, she hesitated to participate. However, with the enthusiastic advice of the social insurance and health insurance collection staff and collaborators of the commune and village, Ms. Tuoi gradually saw the benefits and humanity of the social insurance and health insurance policy. In the past few years, she has saved her income to participate in voluntary social insurance for both husband and wife. Ms. Tuoi said: In fact, because she did not understand, my husband and I were hesitant. The enthusiasm of the social insurance and health insurance collection staff helped us understand the benefits of participating in the social security network. Now, we have a social insurance book; later, when we have enough years of social insurance contributions and are past working age, my husband and I will have a stable monthly pension and a health insurance card to go to the doctor, so we are very excited.

Binh Dinh commune currently has a network of social insurance and health insurance collection staff and collaborators spread across the villages; most of the women are dynamic and enthusiastic, so the implementation of social insurance and health insurance policies in the commune has achieved very positive results. In 2024, the commune developed 124 voluntary social insurance participants and 176 family health insurance participants, exceeding the set target. From the beginning of 2025 to now, the whole commune has had 30 more people participating in voluntary social insurance, bringing the total number of voluntary social insurance participants to over 450 people; the health insurance coverage rate up to this point has reached 95% of the population. It can be said that these are very positive numbers, demonstrating the high determination of the entire political system of Binh Dinh commune. According to Mr. Bui Ngoc Triu, Chairman of the People's Committee, Head of the Steering Committee for the implementation of social insurance and health insurance policies at the commune level: Developing social insurance and health insurance participants is not only the task of collection staff and collaborators, but also the responsibility of Party committees, authorities, and organizations to bring a better life to the people. The Steering Committee for the implementation of social insurance and health insurance policies at the commune level has truly promoted its core role, being an important focal point in directing, operating, and organizing the implementation of social insurance and health insurance policies in the area. With the assigned tasks, the members of the steering committee have gone directly to the grassroots level, sharing with the people, answering questions, and spreading the message about social insurance and health insurance as a solid "safety net" for each person and the community. Thanks to that, the number of social insurance and health insurance participants in the commune has been increasingly expanded, making Binh Dinh one of the leading localities in the province in developing social insurance and health insurance participants.

Binh Dinh Commune (Kien Xuong) currently has more than 450 people participating in voluntary social insurance; the commune's health insurance coverage has reached 95%.
