Binh Duong leads the Southeast region in the Provincial Green Index

Proud to grow green

According to the results announced by VCCI, Hai Phong's PGI 2024 holds the number one position in the overall ranking among 63 provinces and cities thanks to its outstanding performance in all 4 component indexes, with a total score of 29/40 points. Following are Vinh Long (28.16/40 points), Ha Nam (28.04/40 points), Bac Ninh (27.78/40 points) and Binh Duong (27.64/40 points).

PGI is a set of indicators that evaluate and rank the quality of local environmental governance from the perspective of business practices such as the level of application of environmentally friendly technology by enterprises, the level of management and environmental behavior of enterprises, the level of concern and willingness to invest in environmental issues by local authorities and many other important environmental issues.

Binh Duong's PGI scored 27.64/40 points, ranking 5th in the country, leading the Southeast region.

The Provincial Green Index gathers the perceptions of businesses and conveys the “voice” of the entire business community on the quality of environmental governance to authorities at all levels. A locality is considered to have good environmental governance when it makes efforts to prevent and minimize environmental pollution and the negative impacts of climate change; develops and enforces reasonable regulations and measures to ensure compliance with environmental laws without creating too much burden for businesses.

As soon as businesses set foot in the country to invest, local authorities have provided full guidance and dissemination on green practices and focused on green purchasing for businesses. Finally, local authorities encourage the “greening” of production and business models through specific policies and support programs. On a 40-point scale, the Provincial Green Index measures the above criteria through 4 component indices made up of 45 indicators assessing environmental quality and environmental management efficiency of provinces and cities.

Binh Duong is proud of this index because of the transformation, efforts and creativity of the political system, of enterprises, a journey of accompanying enterprises with the locality to promote healthy competition. Determination and unity for green development

Due to the new calculation method, in 2024, Binh Duong's PCI is not in the ranked group, but the PCI report shows that Binh Duong has many component indexes in the good group of the country such as: Infrastructure index ranked 7th; Binh Duong is one of the 5 provinces and cities with the best improvement in the PGI index; the component indexes of market entry, land access, and transparency of Binh Duong all increased in points compared to 2023.

Looking back at the entire development journey of Binh Duong, it can be seen that every year, the provincial leaders have directed the development of plans and solutions to focus on strongly improving the component indicators with low scores and maintaining and promoting the component indicators with scores equal to or higher than the national average. Binh Duong has promoted administrative procedure reform associated with digital transformation, focusing on improving the investment environment, enhancing competitiveness, and at the same time creating the most favorable conditions for businesses to invest in the province to feel secure in production and business.

Binh Duong has built a strong enough governance system for policy makers to effectively respond to regional advantages, the competitiveness of the business environment, and control activities that increase pollution and climate change. Specifically, in recent years, Binh Duong province has paid attention to and promoted scientific research and technology application in responding to climate change and protecting the environment. Binh Duong has carried out nearly 20 provincial and sectoral scientific research projects on responding to climate change, water resources, renewable energy, waste recycling, and environmental protection.

Although industry accounts for a high proportion in the economic structure, Binh Duong province prioritizes the development of high-tech industries, saving raw materials and energy, and limiting investment outside industrial parks/clusters.

Binh Duong has issued many mechanisms and policies to promote the development and use of new energy and renewable energy; encourage economic sectors to participate in investing in recycling and reusing waste, developing new energy and renewable energy; and focus on developing high-tech agriculture. This is also an important factor helping Binh Duong achieve outstanding PGI results, recognizing that Binh Duong is actively shifting towards green and sustainable development.
