Outstanding achievements
In recent times, with the attention and direction of the Central Executive Committee; the efforts of all levels and sectors; the consensus and support of people and businesses; Binh Duong province has issued an Action Program and Plan to widely implement Resolution 24-NQ/TW throughout the province. Up to now, the work of responding to climate change, managing natural resources and protecting the environment (BVMT) in the province has had clear changes and achieved certain results, thereby making positive and effective contributions to the socio-economic development of the locality.
In particular, Binh Duong province has proactively issued programs, regulations, mechanisms and policies on natural resources, environment and climate change response within its authority in a clear and practical manner to assign tasks to sectors and localities for implementation, such as: Regulations on conditions for land division; Regulations on prohibited and restricted areas for groundwater exploitation and mineral exploitation; Regulations on environmental protection; Programs and policies to support the relocation of production facilities out of residential areas and urban areas, etc.
Binh Duong province has also issued a coordination regulation between the Ministry of Natural Resources and Environment and other sectors, localities, socio-political organizations, and religious organizations to mobilize the entire political system to participate in advocacy, propaganda, criticism, supervision, inspection, and implementation of climate change response, resource management, and environmental protection in the province. Binh Duong province also coordinates with neighboring localities such as Ho Chi Minh City, Dong Nai, Tay Ninh, and Binh Phuoc to solve inter-provincial resource and environmental issues, and areas of environmental pollution such as Ba Bo canal and Suoi Sip, sand mining on the Saigon River and Dau Tieng Lake.
In order to contribute to improving and enhancing environmental quality, helping the locality achieve sustainable development goals, up to now, Binh Duong province has invested more than 15,000 billion VND from the State budget and ODA loans to implement drainage and waste treatment projects; at the same time, enterprises operating in the province have also invested tens of thousands of billions of VND to build waste treatment facilities according to approved environmental records.
Currently, Binh Duong province has equipped an automatic monitoring system to monitor environmental components as well as control waste sources in the province, including: 109 wastewater monitoring stations, 37 gas emission monitoring stations, 55 underground water monitoring stations and 3 automatic surface water monitoring stations; 24/7 control through the automatic monitoring system of 85% of industrial wastewater; building an environmental database of more than 8,000 enterprises.
Currently, Binh Duong province has developed a Plan for exploration and exploitation of minerals for common construction materials until 2015, with a vision to 2020; approved a Plan for exploration and exploitation of minerals for common construction materials for the period 2016 - 2020, with a vision to 2030; and is currently developing a Plan for exploration and exploitation of minerals in the province to include in the Provincial Planning for the period 2021 - 2030, with a vision to 2050; and implemented the auction of mineral exploitation rights to increase revenue for the budget, creating fairness and transparency in mineral activities.
According to the Department of Natural Resources and Environment of Binh Duong, after 10 years of implementation, the goals set by Resolution 24-NQ/TW have been achieved and exceeded by Binh Duong province. Specifically, 100% of facilities causing environmental pollution have been thoroughly treated; 100% of industrial parks and industrial clusters have wastewater treatment systems that meet environmental standards; 100% of new residential areas and housing areas have built drainage systems and centralized wastewater treatment in accordance with approved environmental records; 98.4% of domestic solid waste and 100% of hazardous waste have been collected and treated; the quality of water environments has been significantly improved...
Synchronize solutions
In the coming time, in order to improve the effectiveness and efficiency of resource management, environmental protection and climate change response, towards the goal of sustainable development of the province, in addition to continuing to develop and perfect legal documents, Binh Duong province will also focus on land allocation plans; mineral exploration and exploitation; water resource exploitation and use; environmental protection plans, environmental zoning in the province's development planning; developing provincial and district land use plans, environmental protection plans for the period 2021 - 2025 and the period 2025 - 2030.
In the coming time, Binh Duong province will continue to focus on mobilizing resources from the State budget, ODA loans and capital from enterprises to invest in means and equipment to improve the capacity to warn and forecast natural disasters, climate change, and changes in environmental quality; at the same time, invest in the construction of key projects on climate change response, drainage and waste treatment, improving flow and environmental quality... in the province.
Binh Duong province continues to promote propaganda, education, and awareness raising on climate change response, economical and efficient use of resources and environmental protection; in particular, further enhancing the role and responsibility of sectors, levels and local authorities in climate change response, resource management and environmental protection; improving the effectiveness of land management and use, meeting the socio-economic development needs of the province.
In particular, Binh Duong province focuses on implementing approved land use plans and projects; promoting land allocation and leasing through auctions; strictly controlling land allocation and leasing; developing diverse types of land services; inspecting and thoroughly handling cases where the State has allocated or leased land but has not used it, put it into use late, or used it wastefully or for the wrong purpose; strengthening management and development of the real estate market.
At the same time, Binh Duong province continues to strengthen inspection and handling of violations, ending the illegal exploitation and use of mineral resources, water resources and discharge of wastewater into water sources; organizing auctions of mineral exploitation rights, collecting fees for granting water resource exploitation rights, managing and using revenue sources in accordance with regulations and effectively; coordinating with neighboring provinces/cities in the Dong Nai river basin in sharing, exploiting, using and protecting water resources.
Binh Duong province will also promote economic restructuring in a direction that is beneficial to environmentally friendly economic sectors, limit the development of sectors with high risks of causing pollution and environmental degradation; improve the quality of environmental impact assessment, strengthen post-inspection work and promote the application of environmental management models according to ISO 14000 standards, cleaner production, waste audit, and advanced environmental management models in production, business and services.
At the same time, Binh Duong province continues to implement the classification of domestic solid waste at source and improve the system of collection, transportation and treatment of solid waste in the province; at the same time, improve the capacity of the waste monitoring and treatment system and the capacity to respond to environmental incidents; continue to cooperate with provinces/cities in the Dong Nai river basin to implement the protection of the Dong Nai river basin for sustainable development of the Southern Key Economic Zone.
