On the morning of March 12, at the 30th Session of the People's Council of Quang Nam province, term X, the People's Committee of Quang Nam province submitted a proposal to issue a Resolution regulating financial support for the construction of martyrs' graves and the graves of Vietnamese heroic mothers buried outside martyrs' cemeteries in the province for the period 2025 - 2027.

In the submission, the People's Committee of Quang Nam province said that, through a survey, the whole province has 31,436 graves of martyrs and Vietnamese Heroic Mothers (VNAH) buried outside the martyrs' cemetery. The Provincial People's Committee estimated that the total cost to implement the resolution is about 315 billion VND from the provincial budget. Implementation according to investment phases: about 71 billion VND in 2025; about 110 billion VND in 2026; about 134 billion VND in 2027.
On behalf of the Provincial People's Committee, Mr. Trinh Minh Duc, Director of the Department of Home Affairs of Quang Nam province, presented the report, saying that in recent years, Quang Nam province has paid great attention to the work of gratitude and appreciation to heroic martyrs and families with meritorious services. The province regularly pays attention to building and upgrading works to honor martyrs, martyrs' graves and cemeteries to ensure cleanliness, dignity, and meet the needs of visiting; a place for cadres, soldiers, people, agencies and units to come to commemorate, offer incense, and light candles to show gratitude to martyrs on holidays, Tet and important events.
For martyrs' graves buried outside the martyrs' cemetery since the liberation of the homeland until now, there has only been central funding support at the level of 250,000 VND/grave to build the grave and later 2.5 million VND/grave (according to Decree No. 3 31/2013/ND-CP dated April 9, 2013 of the Government ). Particularly for the graves of Vietnamese Heroic Mothers, there has been no support. For martyrs' graves and Vietnamese Heroic Mothers' graves buried outside the martyrs' cemetery, through a survey, the whole province has 31,436 martyrs' graves and Vietnamese Heroic Mothers' graves managed by the family and the number of earthen graves and lime-mortar graves is still large.
Mr. Trinh Minh Duc expressed: “After 50 years of national reunification, there are still many graves of martyrs and graves of Vietnamese Heroic Mothers in disrepair, which is a concern of all levels and sectors. For the above reasons, it is necessary to develop and submit to the Provincial People's Council for approval and promulgation of a resolution on the Project to support funding for the construction of martyrs' graves and graves of Vietnamese Heroic Mothers buried outside martyr cemeteries in the province in the period of 2025 - 2027”.
