Politburo: Population is the most important factor and a strategic task.

Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 149 of the Politburo on promoting the implementation of Resolution 21 of the 6th Conference of the 12th Party Central Committee on population work in the new situation.

The conclusion stated that after more than 7 years of implementing Resolution 21-NQ/TW, dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on population work in the new situation (referred to as Resolution 21), population work has achieved many important results. Awareness of population and development of Party committees, authorities, cadres, party members and people has changed positively. Many targets have been achieved and exceeded, such as: Registering and managing population in the unified population database system on a national scale, protecting and developing the population of ethnic groups with less than 10,000 people, etc.

However, in addition to the achieved results, population work still has some limitations. The replacement fertility rate nationwide is not really stable, the total fertility rate tends to decrease below the replacement fertility rate; the gender imbalance at birth is still high. There is no synchronous, comprehensive, effective solution to promote the advantages of the "golden population" period, adapt to population aging; average life expectancy increases but the number of healthy years is low.

The main reason for the above limitations is that some Party committees and authorities have not yet properly and fully recognized the significance, importance, long-term nature, difficulties and complexities of population work; have not closely followed up in leading, directing and implementing inter-sectoral coordination activities; some mechanisms and policies have been slow to be amended, supplemented and perfected...

The conclusion emphasized that the Politburo requires Party committees, Party organizations, authorities, localities and the health sector to continue to strengthen the Party's leadership in population work; consider population as the most important factor, population work is a strategic task, both urgent and long-term in the cause of building and defending the Fatherland, the cause of the entire Party, the entire people and the political system; At the same time, it is necessary to include the content of population work in the leadership resolutions of Party committees, programs and work plans of agencies, units and localities.

Along with the requirement to innovate the content of propaganda and mobilization on population work, the conclusion of the Politburo emphasized the improvement of population policies and laws. Accordingly, it is necessary to focus on reviewing, amending, supplementing and perfecting population mechanisms, policies and laws in accordance with changes in population size, structure, quality and distribution, meeting the requirements of national development in the new period. In particular, speeding up the progress of building and promulgating the Population Law in the spirit of the Resolution of the 13th National Party Congress; urgently reviewing, amending and supplementing legal regulations on the number of children born in accordance with the viewpoint on population and development. Amending and supplementing Party and State regulations on handling violations of population policies, ensuring consistency and unity between Party regulations and State laws.

In conclusion, it is necessary to study and promulgate mechanisms and policies to encourage couples and individuals to have two children, with priority and attention given to areas with low birth rates and ethnic minorities. Policies to maintain the replacement birth rate, narrow the gender imbalance gap at birth to soon return to natural balance. Develop and promulgate policies for elderly health care to increase average life expectancy, increase the number of healthy years, ensure adaptation to population aging and improve population quality.

Research and issue support policies for women who give birth to two children before the age of 35, employment policies, subsidies, and support for workers who give birth and raise young children.

The conclusion requires synchronous implementation of solutions to implement policies, laws on population work to serve the goals of socio-economic development, security and national defense. Review, amend and supplement legal documents on population policy, ensure consistency and unity between Party regulations and State laws; develop and perfect policies to encourage population development for sustainable national development.

The Government Party Committee and the National Assembly Party Committee are assigned to lead and direct the Ministry of Health Party Committee and relevant agencies to accelerate the progress of developing and submitting to the National Assembly for approval the Population Law in the spirit of the 13th National Congress Resolution. Relevant units develop and submit to the National Assembly for approval the National Target Program on Health Care, Population and Development for the 2026-2035 period./.
