Ministry of Industry and Trade announces adjusted Power Plan VIII

On April 28, Minister of Industry and Trade Nguyen Hong Dien chaired the Conference to announce the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (adjusted) in person and online connecting to 63 provinces and cities. At the conference, Mr. Pham Nguyen Hung - Director of the Electricity Department announced Decision No. 768 dated April 15, 2025 of the Prime Minister approving the adjusted Power Plan VIII, and at the same time introduced an overview of the planning contents.

Accordingly, the plan aims to ensure national energy security, meet the requirements of socio -economic development and industrialization and modernization of the country. Specifically, to provide enough electricity for domestic demand, serving the target of average GDP growth of about 10%/year in the period of 2026 - 2030 and about 7.5%/year in the period of 2031 - 2050. By 2030, the reliability of electricity supply is expected to be in the top 4 of ASEAN, the electricity access index is in the top 3; 50% of office buildings and households use self-produced and self-consumed rooftop solar power.

In his speech, Minister of Industry and Trade Nguyen Hong Dien emphasized that the adjusted Power Plan VIII creates a favorable legal corridor for the implementation of power projects. The Minister requested ministries and branches to coordinate in reviewing and amending relevant legal regulations; develop mechanisms to encourage the development of renewable energy and new energy for export. Units under the Ministry of Industry and Trade need to strengthen management, guide localities in implementation; promote communication on the adjusted Power Plan VIII, creating social consensus. Vietnam Electricity Group focuses resources, coordinates with localities to speed up the progress of projects, reviews and proposes adjustments to the electricity price framework in accordance with reality.

The Minister requested localities to focus on directing the updating of power sources and grids in provincial planning. At the same time, urgently approve policies and select investors for power projects; arrange land funds, accelerate site clearance, and ensure progress. At the same time, thoroughly handle obstacles in renewable energy projects, proactively replace slow-progressing projects to strengthen national energy security.
