The project aims to specify the Law on Consumer Rights Protection 2023 and Decree No. 55/2024/ND-CP of the Government .

Accordingly, protecting consumer rights is an important pillar in building a socialist-oriented market economy , towards transparency, fairness and sustainable development. Consumers are identified as the center of all policies, both as beneficiaries and as the driving force for the development process.

Consumer rights protection activities will be implemented synchronously and uniformly from central to local levels, ensuring clear responsibilities and powers of each level and sector.

In a highly decentralized context, effective coordination, data sharing and monitoring will be key to effective consumer protection.

The project also clearly states the requirement to adapt to new development trends of the era, especially digital transformation and green transformation. The application of modern science and technology such as artificial intelligence (AI), big data, digital platforms and new technology tools will be promoted in state management and consumer support.

Consumer protection policies are also linked to sustainable, environmentally friendly consumption, contributing to minimizing negative impacts on the ecosystem and fulfilling commitments to respond to climate change.

The project identifies five key groups of tasks and solutions: Perfecting institutions, improving efficiency in digital transformation and green transformation, strengthening propaganda and education, ensuring law enforcement and expanding international cooperation.

In organizing the implementation, the National Competition Commission is assigned to preside over and coordinate the entire Project, and closely coordinate with functional units under the Ministry of Industry and Trade. Local departments of industry and trade are responsible for developing specific plans, ensuring that they are consistent with the actual situation in the locality.

The Vietnam Consumer Protection Association and social organizations are encouraged to participate more deeply in the process of consulting, commenting and implementing the Project.
