
The Ministry of Education and Training has just announced a draft circular to adjust the Foreign Language Competency Framework for Vietnam, including adding the Pre-A1 level for preschool and primary school children. The adjustment is to update according to the 2020 European Language Reference Framework, ensuring compatibility with international assessment standards.
The new framework details listening, speaking, reading and writing skills at each level, adding context-appropriate language use situations to make it more accessible to teachers and learners. In addition to Pre-A1, the framework still maintains 6 levels from A1 to C2, divided into elementary, intermediate and advanced groups.
The draft is also in line with the goal of making English the second language in schools in the 2025–2035 period. The Circular is expected to take effect from January 1, 2027.
