Ministry of Education and Training announced 19 methods of admission to regular universities in 2025

The Ministry of Education and Training has just announced 19 university admission methods in 2025, including adding one new method and eliminating four others.

The Ministry of Education and Training (MOET) has just announced 19 regular university admission methods for 2025, including adding one new method and eliminating four methods compared to 2024. The new regulation aims to streamline admission methods, ensuring fairness and efficiency during the admission season.

A detailed list of 19 regular university admission methods in 2025 has been announced (see comparison table between PTXT 2025 and PTXT 2024). Accordingly, universities are encouraged to eliminate ineffective admission methods, and at the same time need to develop admission plans that ensure fairness between methods, such as not dividing quotas according to admission methods or combinations, and converting equivalent admission scores.

Compared to 2024, the Ministry of Education and Training has reduced 4 admission methods, including:

Consider combining direct admission with other options (code 302).

Direct admission according to the school's own project (code 303).

Combine international certificates with other criteria for admission (code 408).

Combine interview with other criteria for admission (code 412).

At the same time, the Ministry added a new method: Using SAT international certificate or other qualified international certificate for admission (code 415).

Statistics and evaluation from the 2024 admission season

According to statistics from the Ministry of Education and Training, in the 2024 admission season, more than 52% of candidates were admitted to university by considering high school graduation exam scores, and nearly 28% were admitted by considering high school transcripts. The rest were admitted by other methods, including:

Consider the test scores to assess capacity and thinking (3.36%).

Combined admission between direct admission according to the project (1.96%) and other methods.

Other methods (including 12 methods) account for 13.33%.

The Ministry of Education and Training believes that schools using too many admission methods can cause information confusion for candidates. Some methods have no or very few candidates registering, leading to low efficiency. Therefore, streamlining admission methods is necessary to support candidates and improve admission quality.

Important notes for the 2025 admissions season

The Ministry of Education and Training emphasized some important changes in the 2025 enrollment season:

No more early admission: Schools will no longer apply early admission as before.

Considering high school transcripts, it is mandatory to use the results of the entire 12th grade year:Educational institutions must publicly announce the rules for converting scores equivalent to admission scores to ensure transparency.

Time for registration and adjustment of admission wishes: Candidates will register, adjust and supplement admission wishes from July 16 to 28, 2025.

High School Graduation Exam Plan 2025

The 2025 high school graduation exam will take place on June 26 and 27. Candidates are divided into two groups based on the curriculum:

Group according to current general education program (2018): Must take 4 exams, including 2 compulsory subjects: Math and Literature, and 2 elective subjects from the following subjects: Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Languages.

Group following the old program (2006): Take the Literature, Math, Foreign Language exams and one of two combined exams: Natural Science or Social Science.
