Connect and authenticate and identify over 24 million teachers and students

According to the preliminary report on the results of digital transformation implementation and Project 06 of the Ministry of Education and Training, in the first 6 months of 2024, the Ministry of Education and Training issued documents under its authority to promote digital transformation in the education sector, carry out the task of perfecting institutions and developing legal documents.

To date, the Ministry of Education and Training has completed the construction of 100% of the education sector's databases. Of which, for the preschool education database, the data of nearly 22,000 educational institutions and independent childcare groups, nearly 500,000 teacher records and more than 5 million child records have been digitized. For the general education institution data, the data of more than 26,000 educational institutions; nearly 800,000 teacher records and more than 18 million student records have been digitized. The higher education database (HEMIS) includes 470 higher education institutions, over 25,000 training programs, over 100,000 staff records, and nearly 3 million student records.

Director of the Department of Information Technology Nguyen Son Hai presented a report on digital transformation in the first 6 months of 2024.

Implementing Project No. 06, the education sector database has successfully connected with national databases. Since 2022, the education sector database has connected and authenticated and identified more than 24 million teachers and students (reaching a rate of nearly 98%). The education sector database has also enriched the national population database with educational information of more than 24 million citizens.

Connected to the national insurance database. The Higher Education Information System (HEMIS) has annually connected and synchronized the sharing of employment data of over 97,000 graduates. Currently, training institutions are continuing to review and update graduate data to have reliable assessment and analysis reports.

Connect to the national database of civil servants managed by the Ministry of Home Affairs. Currently, nearly 18,000 civil servant records of units under the Ministry have been reported out of a total of 20,000 to the national database of cadres, civil servants and public employees.

Based on clean data, the education sector has been effectively deploying applications to serve the people. Online public services have been put into use, allowing 100% of students, about 1 million candidates, to register for the high school graduation exam each year. Online public services have been put into use to serve nearly 700,000 candidates to register their university admission wishes, pay admission fees online, and confirm their admission online.

Since 2023, the Ministry of Education and Training has coordinated with the Ministry of Public Security to officially put into use the population data mining tool on the education sector database system to serve educational institutions in checking and confirming candidates' residence information for primary school admissions. Each year, millions of candidates using this service for primary school admissions and high school graduations use this service.

Deploying digital transcripts

In the first 6 months of 2024, one of the outstanding tasks of digital transformation in the education sector is to pilot the digital report card at the primary level. In order for localities to have a basis for implementation, the Ministry of Education and Training has issued a plan on piloting the digital report card at the primary level and many documents regulating the authority and responsibility, management model, and technical specifications of the digital report card to direct and guide localities to organize implementation according to their authority.

As of July 5, 2024, a total of 18 Departments of Education and Training have submitted digital student transcript reports to the Ministry of Education and Training's Digital Student Transcript Warehouse, including 2,985 primary schools (out of a total of 14,661 primary schools nationwide) with 1,747,231 primary school digital student transcripts (out of a total of 8,919,198 primary school transcripts).

Regarding administrative reform, in the first 6 months of 2024, administrative reform continued to receive attention and direction from the leaders of the Ministry of Education and Training, and units made efforts to implement and achieved some important results.

Concluding the meeting, Minister Nguyen Kim Son assessed that the sector has done many important things in digital transformation and administrative reform in the past time. According to the Minister, with a large-scale sector, many challenges, and jobs that have never been easy like the Education sector, it requires intelligence, experience, determination, and initiative to carry out this task.

Affirming the importance of digital transformation and administrative reform for the education sector, the Minister emphasized the need to start from ideology and awareness and overcome "fear" to dare to do this work.

With digital transformation work, especially the application of artificial intelligence, the Minister said that the application in work is unlimited, the management role must go earlier, must start working immediately.

Mentioning some immediate tasks, the Minister directed each department and agency to annually register a specific task of applying digital transformation and administrative reform to serve state management in accordance with their unit; there must be coordination and connection between units. The Minister also requested the immediate deployment of a number of applications in the field of industry management and the development and implementation of a digital competency framework for officials and civil servants of the Ministry of Education and Training.

Regarding the implementation of digital student records, the Minister noted that the focal unit, in addition to evaluating the pilot activities, needs to propose further actions to prepare for application from the beginning of the new school year. Regarding the application of artificial intelligence in education, the Minister requested the implementation of a number of in-depth topics with the participation of experts; in which, attention should be paid to how to promote the support of AI to solve a number of problems that the industry is facing.
