The Ministry of Education and Training proposed to temporarily stop arranging oversized general schools.

TPO - According to the Ministry of Education and Training, some localities are currently rearranging their network of educational facilities, potentially affecting the organization of teaching and learning. The Ministry has requested that localities temporarily suspend plans to rearrange public educational facilities that exceed their scale and do not meet minimum requirements.

On November 12, the Ministry of Education and Training sent a document to provinces and cities regarding the organization of preschool, general education, and continuing education facilities.

According to the Ministry of Education and Training, the unit previously had instructions on arranging and organizing preschool, general education and continuing education facilities.

Through inspection of the situation of reorganizing the network of educational institutions in a number of localities, it can be seen that many provinces and cities have proactively and resolutely implemented the policy of streamlining the network of public educational institutions in a systematic, scientific , prudent, democratic, public, and transparent manner.

The Ministry of Education and Training requires that the arrangement must comply with regulations on school and class size as well as teacher staff and standards.

However, there are still some limitations in implementation, potentially affecting teaching and learning organization and ensuring educational security, especially in disadvantaged areas and densely populated urban areas.

To ensure system stability, strictly implement the Central's direction and comply with current regulations, the Ministry of Education and Training requests the Standing Committees of Provincial Party Committees of provinces/cities to direct the correct implementation of the Central Steering Committee's direction in Plan No. 130 on the arrangement of public service units in the education sector "basically maintaining existing high schools, middle schools, primary schools, inter-level schools and public kindergartens; only propose arrangements and adjustments when really necessary in a convenient direction, serving the needs of people and students".

Review and arrange separate schools according to a suitable roadmap, focus on forming, maintaining and developing boarding and semi-boarding models for ethnic minority students at commune or inter-commune centers; prioritize ensuring safe travel conditions, reasonable distances, not increasing costs and risks for students, especially in difficult, border and island areas.

Provinces and cities comprehensively evaluate arrangement options to develop a suitable implementation roadmap or adjustment plan, ensuring feasibility, stability, and no disruption to teaching and learning activities; temporarily suspend implementation of options and public educational institutions that exceed scale and do not meet minimum conditions until a full impact assessment is conducted.

“The arrangement must comply with regulations on school and class size; teaching staff and standards; facilities, land fund, population density and geographical conditions; and absolutely must not affect students' right to study,” the Ministry of Education and Training requires.
