That is one of the notable new points in the draft revised Law on Higher Education, shared by Prof. Dr. Nguyen Tien Thao - Director of the Department of Higher Education, Ministry of Education and Training .
According to Mr. Thao, improving the quality of doctoral training is not only about the training program, scientific instructors, research topics, training organization process, but also about time, financial support, and scholarships that greatly affect the results of doctoral training.
Therefore, the draft revised Law on Higher Education proposes a policy to support full scholarships for doctoral students studying in doctoral training programs.
"This is an important step forward for doctoral students to feel secure in studying and completing their doctoral theses. This also creates competition for scholarships with domestic and foreign doctoral students, attracting international students to study and research at universities in Vietnam," said Mr. Thao.
Previously, in the draft revised Law on Higher Education submitted to the National Assembly on September 22, the Ministry of Education and Training also proposed adding a policy of granting full scholarships to graduate students and learners in fields ordered by the State.
The reason is that this is a pioneering resource, serving socio-economic development, especially in spearhead industries and key technical technologies; creating conditions for access to modern educational technology, enhancing autonomy and improving the quality of training at the doctoral level.
According to statistics from the Ministry of Education and Training, the annual doctoral enrollment target is about 5,000 - 7,000, however, in 2022-2023 and 2023-2024, it cannot recruit more than 50%, and in 2024-2025, it can only recruit about 57%.
Currently, postgraduate students still have to pay tuition fees, the amount of which depends on the regulations of each school. In particular, the tuition fee ceiling prescribed by the Government for doctoral training level is 2.5 times the university tuition fee ceiling.
During the discussion session at the National Assembly on November 20, delegate Hoang Van Cuong, former Vice President of the National Economics University, expressed his joy when the Ministry of Education and Training proposed a policy of granting scholarships and supporting tuition and living expenses for full-time doctoral training so that doctoral students can focus on studying and researching in conjunction with national priority scientific research tasks.
According to Mr. Cuong, with the above policy, each doctoral student can have a very good research project. However, each doctoral thesis will be a small, fragmented piece, not a complete final product put into use.
Mr. Cuong proposed that the State should provide funding and assign key research tasks to doctoral training institutions. Doctoral training institutions will select PhD students who are suitable for each part of the research work that the institution needs to solve as assigned by the State. The research unit will pay scholarships and tuition fees for the PhD students, not from the State.
Recently, many higher education institutions in Vietnam have implemented projects to attract and retain talent, such as Ho Chi Minh City National University implementing the VNU350 program to attract, retain and develop outstanding young scientists and leading scientists.
Many other higher education institutions (public and private) have policies to attract PhDs, associate professors, and professors; many provinces/cities attract talents, especially professors and PhDs to develop science and technology such as Ho Chi Minh City, Hanoi, Bac Ninh, Lam Dong, etc.
Most recently, Hanoi University of Science and Technology has had a Project to attract and recruit talented young lecturers, experts, and leading scientists in the period 2025 - 2030 (HUST-Talent), with the expectation of attracting at least 300 people.
The project participants will enjoy preferential salary regimes for the first 3 years, research topic funding and support in registering to participate in international topics and projects; modern research environment; development roadmap development... In particular, they will enjoy HustCare health insurance policy, support for relatives, housing, visa, and administrative support.
Policy for lecturers, salary can range from 40 - 150 million/month for young PhD lecturers, depending on capacity and position; for research laboratory heads, research team leaders can receive salary from 60 - 200 million/month.
