Efforts to ensure the rate of preschool children attending school, improve the quality of universal preschool education for 5-year-olds

Mobilizing 4.3 million children to go to school In the period of 2015-2023, the Ministry of Education and Training coordinated with relevant ministries, branches, agencies, and units to advise on the issuance of many important documents to develop preschool education. Along with that, it advised on the issuance of many Resolutions and Decrees to supplement the corridor and legal basis to help localities develop implementation plans and issue local policies on financial investment, facilities, and staff. By 2023, a total of more than 4.3 million children will be guaranteed the right to go to school, study and develop. Thereby, clearly orienting development goals, ensuring conditions and policy mechanisms to promote consolidation and expansion of the network of preschool education facilities. Supplementing facilities, solving difficulties for staff, aiming to gradually expand the ability to receive and improve the quality of nurturing, caring for and educating children. Provinces and cities have had policies suitable to the local situation to invest in developing preschool education. Thanks to that, the preschool network continues to be consolidated, expanded and distributed to most residential areas to better meet the needs of sending children to school, improving the quality of care and education. Localities have paid attention to planning and expanding the network of schools and classes, in accordance with the requirements of preschool education. At the same time, reviewing land planning, arranging land funds to build preschool schools and classes. Invest and mobilize all resources to develop preschool education to meet people's childcare needs. Focus investment resources on developing private and non-public preschools, especially nursery groups, kindergartens, and independent preschools. By 2023, there will be 3,224 private and non-public preschools nationwide (an increase of 52% compared to 2015). By the 2022-2023 school year, the rate of mobilizing preschool children to attend school and classes nationwide will reach 93.1%, equivalent to nearly 4.3 million preschool children. Localities have been proactive in strengthening construction, inspection, and evaluation of results according to regulations. The rate of preschools meeting national standards has increased annually, reaching 56.9%. The whole country completed universal preschool education for 5-year-old children in 2017. By 2022, 63/63 provinces and cities, 100% of district-level units and 99.9% of commune-level units will maintain the standard of universal preschool education for 5-year-old children. Child care and education in 2 sessions/day according to the Preschool Education Program will be gradually improved in quantity and quality. 5-year-old preschool children are well prepared to enter first grade. The goal by 2025 is that localities will mobilize preschool-age children to preschool facilities to be nurtured, cared for and educated according to the Preschool Education Program, reaching 95%. The rate of preschool mobilization will reach 97% by 2030. The Education and Training sector strives for 100% of preschool children at preschools to study 2 sessions/day according to the Preschool Education Program. Strive to ensure that by 2025, the number of preschool teachers is sufficient according to regulations. The rate of teachers with college degrees or higher will reach 90% by 2025 and 100% by 2030. Ensure that each preschool class has 1 classroom by 2025. Strive for 55% of preschools to meet national standards at level I or higher by 2025 and 60% by 2030...
