Ministry of Education and Training adds regulations on using certificates to exempt foreign language exams

On June 15, the Department of Quality Management ( Ministry of Education and Training ) issued Document No. 999/QLCL-QLVBCC to the Department of Education and Training of provinces and centrally run cities on the use of certificates to exempt from foreign language exams in the 2023 High School Graduation Exam.

To ensure the legitimate rights of learners in the 2023 High School Graduation Exam, the Department of Quality Management provides additional guidance: Candidates who have registered to take the 2023 High School Graduation Exam can use foreign language proficiency certificates, taken and issued after September 10, 2022, to consider exemption from the foreign language exam according to regulations.

Previously, according to the guidelines for organizing the 2023 high school graduation exam issued by the Ministryof Education and Training in April 2023, candidates with an IELTS certificate of 4.0 or higher or equivalent are exempted from the exam and have their 10 English subjects counted when considering high school graduation. The certificate is valid until at least June 27, 2023.

However, on June 9, 2023, the Ministry of Education and Training issued Document No. 889/QLCL-QLVBCC to localities guiding the verification of foreign language proficiency certificates to exempt from the foreign language test of the 2023 High School Graduation Exam. The Department of Quality Management requires localities to only accept consideration and exemption from the exam for candidates with certificates issued before September 10, 2022 and after November 11, 2022.

This new regulation from the Ministry of Education and Training is related to the postponement of IELTS certification exams in Vietnam in early November 2022. According to the regulations of the Ministry of Education and Training, after September 10, 2022, joint organization of foreign language proficiency exams must be licensed by the Ministry. However, by mid-November 2022, IELTS exam and certification organizations have completed this requirement, affecting many candidates taking the exam during the above period. Therefore, the Ministry of Education and Training does not accept certificates from September 10 to November 11, 2022.

Information on adjusting the recognition of foreign language proficiency certificates to exempt from taking the foreign language test in the High School Graduation Exam in Document No. 889/QLCL-QLVBCC has confused many candidates. The Ho Chi Minh City Department of Education and Training said that it has received feedback from many 12th grade students with international foreign language certificates issued between September 10 and November 11, 2022. This situation also occurs in many other localities. Therefore, the Departments of Education and Training request the Ministry of Education and Training to maintain the plan according to the regulations and guidelines for organizing the 2023 High School Graduation Exam, without making any last-minute changes, ensuring the rights of candidates.

The Ministry of Education and Training has just issued an urgent notice regarding the sudden adjustment of the timeline for recognizing international language certificates when considering high school graduation in 2023.

On the morning of June 15, the Ministry of Education and Training (MOET) held an online conference to 63 locations nationwide to deploy the organization of the 2023 High School Graduation Exam. Comrade Vu Thi Hien Hanh - Vice Chairman of the Provincial People's Committee, Head of the Provincial High School Graduation Exam Steering Committee and leaders of relevant departments and branches attended the conference at the Yen Bai location.

As of June 14, there were 1,024,063 candidates nationwide registered for the exam. Of these, 968,160 candidates registered online, accounting for 95% of the total number of candidates.
